In most countries you have to have some kind of legal authorization. I don't think you can just leave. I am in the US. My sister could not leave with her daughter to move to Canada until she got consent from the father. I am dealing with this same issue with getting permission for someone I met in Kiev to come to the US. She hasn't seen the father of her son in years and doesn't know where he is, but can't leave the country with her son until legal obligations to try to find him and get his consent are met. A lawyer is trying to find him and doing the legal paperwork to get her permission to bring him. It is costing $500.
Ask someone with legal knowledge. My sister took care of the paperwork herself because she knew where the father was, but you will probably have to pay a lawyer. Ask the authorities what is required.
In the old days
in some countries
a person could be declared dead if (s)he had remained 'disppeared' for seven years.
