As to USA above, read Noam Chomsky's "Failed States: The Abuse of Power and the Assault on Democracy", in which he cites an inability to protect it's citizens, belief that it is above the law and lack of democracy as three defining characteristics of failed states, which he says, is exactly what the US is becoming. As to the book, it's in political context, not legal (sovereign immunity, etc.). It's about the stuff that's been going on since 9/11, such as renditions. It's interesting to note that almost all suspects rendered to countries, which turn torture into confessions and confessions into convictions, have found them innocent. Which makes one wonder if true objective of renditions isn't state-terror.
Wouldn't there be a public cause of action for consular officials who falsify reasons for visa denial on State Dept. papers?
