You say that with an international passport her employer offers their employees travel to Italy, Germany or France, what the employer provides them with free holidays just out of the goodness of their heart?
You haven't said if, or not, it is to work in either of those countries and presuming that her employer is located in a 'one horse town' of Kerch such a company has business interests in Italy, Germany and France, what line of business are her employer in?
A passport, alone, will not get her to either of those countries, visa's have to be applied for and paid for, who is paying for those? If the employer is to apply and pay for the visa then why don't they pay for the passport also?
Whilst a Schengen visa will cover those 3 countries it doesn't permit employment, a seperate Italian, German or French work permit will also need to be applied and paid for, does this lady speak Italian, German or French, how is she going to work in these countries should she not speak the language(s), who pays for the work permits?
I'm sorry ragingbull but there are more questions unanswered rather than answered, OK you're not obliged to answer but this scenario sounds like it 'sucks' and have you actually met this lady or are you sending money to someone you haven't met?

This Nasfan is looking for ammunition to tell me I've been scammed. I already acknowledged that possibility from the start. Yet, the guy has wants to feel better about himself by pointing out others mistakes or what he perceives as such. For those people who want to know, I will tell the story.
She works for a hotel. She goes to other places for contracts. I don't exactly know what these contracts are. I have never worked for a hotel, and business is done differently there anyway. She has been to Kiev and Simferopol for that.
She has been asking me for a passport for months now. Now, it looks like other hotel staff will get the travel if they get a passport. I understand what you say. I questioned the same things that you mentioned. I don't believe she speaks Italian, but she once spoke to me in German. I understand that this could be a scam, but I don't believe it's her. I believe the hotel she works for are looking for more business and want to cut the costs of such.
The biggest reason I gave her the money is when she comes to the US, she will need that passport. It will be my expense anyway. Nasfan STFU. MYOB. If I think it's my expense, it is.
I guess I'm entitled to something of a "pasting" over one particular subject, I don't take particular offence to it however it is not a subject that I can enter in to discussion regarding on a public forum.
You say she speaks German but, as you previously posted it, she could go to Italy or France also, she won't get very far in either of those countries speaking German or English! With regards to Italy, and I do a lot of business in Italy, the Italians are as bad at learning a foreign language as the British are, Italians favoured holiday destinations are Spanish speaking countries such as Cuba, the Italian and Spanish languages being similar to each other!
I know the hotel industry very well, not only has it been in my career to contract hotels for airline crew accommodation but I stay in a lot of hotels also.
Now it sounds to me, from what you say, that your lady works for a Ukrainian hotel chain, a company that owns a number of hotels in different cities in Ukraine. Now how many Ukrainian owned hotels would you expect there to be in Italy, Germany or France?
Likewise, were she to be employed by an international hotel chain, how many Holiday Inn's, Sheraton's, Hilton's, Best Western's etc. do you see in Ukraine never mind Kerch, these named chains are just examples because between the four of these chains they don't own a single hotel, they are franchised brand names.
If, and that is an if, she were to work in a hotel in Italy or Germany or France then what function could she perform without speaking the national language? Hotel workers are very much in the customer service sector, without language skills she couldn't work the front desk, bar, restaurant etc. and about all she could do would be a housemaid, making up beds etc, but I doubt the country concerned would issue a work permit for such an unskilled position to a non EU national, she couldn't even perform a back office clerical job if she couldn't read the local language invoices and letters etc.
You say her employer wants to cut costs, well that would be best achieved by employing locals in those countries, whilst a Ukrainian might work for less add up all the costs of her visa costs, travel costs, they would need to provide her with accommodation etc. and a local national wouldn't require any of these.

Kerch is not a the type of town that has facilities for visitors other than looking at shipyards and some old caves with WW2 connections.
I don't recall seeing any type of hotel there that would support the kind of work - whatever that is - that this girl is doing.
Going to places for contracts doesn't make much sense.
If she's going to Simferopol to pick up tourist from the airport then that would make some sort of sense. But going to Kiev?
Maybe the hotel in Kerch has an affiliate in Kiev and she goes there to do some work. That's the only thing I can think of but again...doesn't make sense that a hotel in Kiev would drag her all the way there to turn down the beds.
Certainly, as Martin pointed out. No hotel in Kerch will have affiliate hotels in Italy or France.
Could be she is "guiding" Ukrainian workers to Kiev to work abroad (Poland).
In any case, the fact that you don't know what is meant by a contract is a little strange. The fact that she is not clear on this.
If you've sent her money for the passport, then fair enough. It remains to be seen what she does with this money.
I'd be very surprised if a Ukrainian girl would be able to get to the likes of Germany on a passport alone. There will be other documents required for which other palms will have to be greased to ensure speedy process.

She was set to move to Kiev nearly a year ago for these contracts, shortly after my visit. She was going to stay where the students stayed. She was going to leave her daughter behind. Then, the recession hit. All plans were canceled.
She has been telling me about this for some time now. About a month before she asked me for the money for the passport, she told me what liars her bosses were. They were telling her of this, and yet, they have not followed through. Now, they have.
I've had similar questions, but her English is limited. As Kirkland said, the money is for the passport. I too, doubt that she will make it to Italy, France or Germany. But, I am standing by her.

Anyway; if the lady in question works in a small hotel in the far reaches of Ukraine then it is reasonable to assume that it has no affiliates outside the country.
This raises the question of why the prospect of travelling to those countries is mentioned.
Surely this has not been put forward by here employers, and if so...why? For what reason would they send one of their workers to a hotel outside the country?
If the lady has decided she will travel on her own to find work then what is your own position in her life.
IMO a regular 20 or 30 dollars every so often is not a bad thing to do if you're willing to help her out with the day to day stuff.
However if I was going to support her in getting a passport this would be purely for enabling her to come to my country for the purpose of having a look around to see if she'd envisage herself being here.
200 dollars is a small price to pay for that first step on the journey.
But it's a lot of money to pay to enable her to effectively up sticks and try things out elsewhere.
I'd be prepared for all eventualities here.
It's been my experience with Ukrainian women that you need to keep one eye on her ass and one on yours.

OK, Kirkland. I will ponder that possibility. I do wonder what contracts she is doing. She was in Simferopol for a week to do this. She was in Kiev for a week. Her boss was in Kiev and Moscow for 2-3 weeks for the same thing. Her employers are not the ones sending her to another country? She is out there to look for another job?
Hmmm.... Her English is limited. Her German is probably worse. Her Italian is almost nil. She doesn't have the money for plane fare, accomodations or pocket money to go elsewhere. Do other countries advertise for workers in Ukraine, expenses paid? If so for what? I have read that some do and when they get there, they are forced into prostitution.
Whilst not every EU country is so honest ..... to employ a non EU national, particularly with the current high rates of unemployment, a company needs to justify that person is the best for the job through languages or other skills.
It seems your lady has no such skills, nothing personal but she's a mere hotel worker, they are 10 for a dollar in Europe, thus I doubt that an EU company could sponsor her a visa application, she'd have BIG difficulty obtaining a tourist visa, and even then she'd have difficulty working on a TV and without language skills.
And, if it's any consilation to you, prostitution in Italy, the land of the pope, is illegal and, I think, is only available by kerb crawling the street hookers.

Why ask for a passport? Why not make up another story to get the money? I have not caught her in any lies. Liars in big things are also liars in little things. I have previously posted about this and it is a scam. She is in Natasha Club under another name and she is logged in sometimes, when I know it can't possibly be her. Sometimes, I know that she is at work, or she is walking in the streets and talking to me and one time, she is in Moscow, trying to get a hold of me. She could have gone to a computer to get a hold of me, but she was logged in Natasha Club.
She is sometimes after me if I have another girl. I, in return do the same, but not that much. Her best reason why is because her mother would forbid it. Her daughter is very important to her and have taught her to be very respectful, so I believe she respects her mother very much. One thing I remember was that after every meal, her daughter makes it a point to thank her mother for cooking. I noticed that she didn't thank me for buying the groceries, but I don't mind.
I acknowledge that it is questionable about the hotel sending her there. My best possible theory is the hotel management is worried about the business in the coming winter months and is trying to drum up business and cut costs by asking the staff to get a passport.
I acknowledge that she is a mere hotel worker. I also see that EU hotels would probably not be hiring her. That is why her work sending her is probably true.
RB there is to some extent a pecking order for fsu nationals looking abroad for work.
I believe Moldova is the poorest of the former soviet countries that could be considered in European sphere of influence.
Ukrainian businesses use Moldova for labour and goods as these two commodoties are cheaper there. Ukrainians in turn seek better opportunity elsewhere.
An example of this is Poland. Here they can find honest work to replace the low skilled workers who have left there to come to UK (for example) to do the work that our own low-skilled workers refuse to do.
This has been ongoing since Poland joined the EU. (Read the same for Romania and Lithuania and other fsu countries)
I reckon Ryanair gain a good percentage of their income shuttling people back and forward between places like Warsaw, Riga etc.
Having said that most of the workers in Ukraine seeking work outside go to Russia.
It is here they are shafted. The men metaphorically and the women literally.
Russia was one of her said proposed destinations. She was at Russia a few months ago to see her sister. Aparently an internationl passport is not required to go to Russia. I think she told me about that.
