I have been traveling to RU \ UK for the past 2 years now, and finally found my 'girl'.
She has a daughter, and recently obtained a US Tourist visa. The Tourist visa is just for her, and does not allow her daughter into the US. We are currently putting our information together together for our Fianace' visa.
Question: If we submit the Fianace' visa with the US govt., will she still be able to travel from UK to US while the Fiance' visa application is being processed?

Where do you refer to as UK, United Kingdom (UK) or Ukraine (UA)? Secondly, if she is of 'UK' nationality then why should she not travel from 'UK'? The bottom line is that you're talking in riddles expecting us to guess the 'inbetweens'.
A visa is permission to enter the country, therefore your fiancée can enter US on her tourist visa now.
When she obtains the fiancée visa (could take many months) she and her children (under 21) can then travel to the US and stay for up to three months duration.
This is the "try" before you buy time so make it worthwile, put her through all the different situations you can (happy, sad, stressful etc.) so you can evaluate her personality and response to everything you can... you have a short time to make a life changing decision so use it wisely.
She was able to get her USA Tourist Visa because her daughter is staying behind with her parents. She has a business that she owns as well. When she went into her interview in Kiev a few months ago, the Embassy rep. was not going to issue it to her. But she stress with him that her daughter is the most important thing in the world to her and she showed him many photos of her daughter. He issued it to her. ;)
If 'we' submit the documentation for the Fiancee' visa (with a K-3 visa for her daughter) in November 2008 (and we expect approval in 4-6 months), can she travel from Ukraine to USA on her USA Tourist Visa while we are awaiting approval on the Fiancee' Visa?

I'm not American so I can only tell you how the United Kingdom authorities may view this:
When applying for a tourist visa if the authorities even get a sniff that there is a guy involved then they will refuse the application. A tourist visa is specifically for a tourist, you yourself have pointed out that they wanted to be sure that she would return to UA after her tourist visit, thus if one travels to USA on a tourist visa, whilst waiting for a fiancee visa, then they are travelling on a tourist visa with no intent on returning to UA at the end of it's term and the authorities could choose to deny a subsequent fiancee visa application because one has already 'abused' another visa.
Mini Cooper....she has a daughter that we need to bring over as well. We will submit both the K-1 and K-3 in November to bring BOTH of them over in June 2009 (and then hopefully get married within a month).

I don't know of any reason keeping "her" from using her valid tourist visa and "YOU" concurrently applying for the K-1 visa. The K-1 visa will only be an application and will not even be approved (and issued) for 7 to 9 months. To play it safe though, check with USCIS at the number Land-of-Oz gave you a few posts ago.

Why do you reference a K-3 visa??? A K-3 visa is a nonimmigrant visa for a spouse... but you have not married yet. No reason for a K-3 visa.
Yes marside you just list her daughter on the k-1 if she is young enough and you do not need a k-3. And it does take 7 months after you submit it to getting her on an airplane give or take a few days. If things go right I will beat 7 months by 8 days.
But I did not use an attorney and application went right through with no complications and nothing more ask for. I did spend some time on that toll free number to make sure I did everything to a T.

When is she coming over on the tourist visa? I would apply for the K1 after she has visited on the tourist visa. Why toss money away if she doesn't want to be here. Once you send the money to the USCIS it's a non refundable item.
Oz is correct don't waste time with an attorney it's not that difficult of a process. The USCIS will screw up more than you will trust me on that.
The emabassy in Kiev charges you 12 dollars to talk to someone to set up an appointment for an interview. You get 8 minutes of talk time after the agent gets on the line. The first 4 or 5 times the phone just rang. Then I got through to an agent who informed me there were problems and I needed to call back later. Telling me that took one of my 8 minutes. The next time I got through I was mobil and the lighting was not good. He ask me to spell her name for him. Her last name is a mile long and I missed a letter and called an H an N as it is in the Russian alphabet. I realized this and when he read a recap back to me I tried to correct this. He told me it was no problem because when he wrote it he just copied it off of the case file. I mean really what is the point asking about the spelling, maybe just wanted a few more of my minutes. But I got the interview set up within the $12. If I was getting a dollar and a half a minute I would pick up on the first ring.
Wow how things have changed. We were informed of our interview. Didn't need to set up an appointment. We were told to be at the embassy at 8:00am, when we arrived the people were lined up a mile long. We got let in immediately because I was an American. Maybe something to consider when your lady is going to an interview in Kiev. Took longer to register her, while she was doing that I was talking with her interviewer, I didn't know that at the time. Her interview was about 2 minutes. He asked 5 simple questions she said. When we were walking out he came to the window and told us the passport and visa would be at Fedex in about 4 hours.
