So I finally get my translator friend and her mom on Skype.

I know the kid was able to do fiance chat from their apartment.
That situation sounds backwards,,, but I might have the answer? I have heard several times,,, that agencies will give women computers to take home and chat. Is this girl good looking?? What is the going rate for chat per minute today?
In the past, I have given women links to our business webpage or to sites with scenery in them,, and a few said that they couldn’t access them “on this computer” or have claimed that they would get in trouble.
Your girl at least made an effort to contact you via normal means,,, one little thing in her favor.
Skype is in Ukraine. Most people only have cell phones and not landlines. The same is true of internet service. Unless they have need to have internet it is a luxury. If you make a good impression you will be reason to attain service and no longer use the agency or Café. You can give your Skype contact name is conversation and she can make the effort. Be patient, but be smart too.
That means that she has a computer at home with a video camera and is logged into the fiancé.com server. This site's video chat is not through Skype I believe. On the video chat that I used on another site, I just went through Adobe Flash program to bring up the video chat of the lady in her flat. Perhaps the internet café systems use a different method of video chat than at her home?
On this site, the first three minutes are free, then it is $1 USD per minute. If she is independent, then the video chat is free. I have not been able to get an independent lady on this site to video chat.
Skype is used all over Ukraine,some have it on there smart phones if they have one. free wifi can be found at a few places in every city so using skype is not a problem. Internet is a luxury most family's have so the children can do homework or get free movies. Data is limited in most cases but it is available in most homes. It can go out for no apparent reason even in big city's. Those in villages may even have internet like my mother in law.
btb754 - it could be that the apartment had too slow of a connection for Skype video hence the necessity to go to an internet café, but you are making the right steps in insisting to speak to them via Skype before going to see them.
Skype and viber are very prevalent here. Even in my village we have internet and TV for $15/mo. many people in bigger cities go to McDonalds or the mall for free wifi if they dont have at home. I have a galaxy s4 with internet but its not very fast here. you can text chat via kontakte or facebook without problem but video via smartphone can be problematic. we dont have any 4g or LTE
Maybe the independent ladies are trying to avoid using too much bandwidth because of their data limit on Internet access? Video transmissions tend to eat up quite a few MB or GB.
Here is yet another Webcam trick scammers are using, although I do not know who falls for it, with Skype. There are videos of attractive girls, sitting in front of their computer and typing, which they buy and download. They ask you to connect in Skype, then when you ask for the Webcam to be switched on, they play the video of the girl and tell you that the connection was bad, 'she' could not hear you so she did not speak. Really.....
Many, many years ago a lady, supposedly in Africa, got me on to her webcam, that she wanted to come to me but didn't have the fare etc., normal bullshit.
Except that this lady was a drop dead gorgeous blonde, that one doesn't associate with Africa, and being around midnight at the time in UK with her being on the same time, give or take an hour, there was brilliant sunshine coming through her window.
Then she was typing when I wasn't receiving anything and every so often her webcam stopped and restarted reminding me of the 'Speed' movie when they were on a bus around LAX airport with a tape playing to the camera.
I have one free dating site that I get many messages from profiles of attractive non-African women who appear to be in Africa. Many of their messages are not consistent. I sense a 419 Nigerian scam scenario many times. The bottom line is that I have zero interest in getting to know someone living in Africa or has a relative living in Africa. There always seems to be some kind of monetary connection for these profiles (I do business there, I have an inheritance there, etc.). In the profiles, there is never a mention of Africa and the location has a US location.
Methinks most (probably all) of these profiles are African men in Internet cafes pretending to be women.
I even had one profile use photos of a Miss World winner from Russia. She concocted her life story using the photos from the pageant winner.

Most try to show a video of a girl they downloaded from the internet. Does not match the girl in the profile.
They go away when I point out it is a recording.
One turned out to be a 14 year old Ghanian girl on a real Web cam.
Showing a lot of skin. I warned her she was under age and she had to stay dressed.
We chatted for a bit. She must have decided I swung the other way because she introduces me to her gorgeous older sister who turns out to be a guy.
I bought my girl a smartphone so we can communicate when I return to USA tomorrow morning. we have tested it and all works well except video is not very good at all except when we are in wifi. I also bought her Kyivstar 3g modem for her laptop and it works quite well.
Many of my kids have smartphones and laptops with cable wifi and that works well while they are at home.
Obviously dont get a girl any of these things until you actually meet and see potential. despite that, most people have a basic cheap smartphone with internet and it is cheap and easy for them to chat through VK. virtually ALL of the 20 somethings will have this ability so if they say they cannot chat via VK or Skype without video then It could be a red flag OR they just dont trust you enough quite yet and you may need to be patient for a couple weeks.
LG, Lenovo and Samsung galaxy series smartphones are as cheap as 700UAH so many have them, especially agency girls

One thing that I have noticed being increasingly prevalent is profiles on both VK or FB that are from girls supposedly very close to your location and appear to have graduated from local school and college and have a few "mutual friends" somehow. they usually have only a handful of photos with none coming off as natural or realistic.
You start chatting with them and offer to meet for coffee or something and then they tell you "I traveled to Ghana(Nigeria or fill in the black with an obvious scammer city in africa)to settle some affairs of my family" or "Im going to university here".
Usually within a couple weeks there is some tragedy such as she was robbed, kidnapped or something in which they need your help. some may even contact you by your phone saying they are this girl to make it more authentic. They are all scams
Note that most scams from Africa are often of the monetary theme, while those from the FSU are of the marriage theme. It is easier to refer to being tricked solely out of your money as a scam while being tricked out of your heart (along with money) as "just goes with the territory".
