When people travel to Crimea from FSU, they take the train. Taking the train through a "Jack-Pot" like eastern Ukraine is not a rational thing to do. All flights to Simferopol are from Russia. If you have the option of flying, you are not going to choose Crimea, regardless of the "subsidies", which have in fact diminished.
