Reason for above question is that person who I have been in contact with for over six months wants to visit the United States and is going to pay their own way. But found out about this upposedly new rule when Applying for the trip and is short this amount of money and is asking for help if trip is to br now . She also states if help is not possible she will be able to get it herself but will have to put trip off another four to six months which she is willing to do. She contacted me on an American dating site over six months ago. I have been totally honest about my financial status which is low middle class with out any huge savings account or fluid cash flow which does not bother her. need some in put. tried to look up travel laws for Russian citizens but so far no go.
you are getting scammed man, honest women do not ask for help as they can not get a visa to travel out of Russia. The only Visa a women can get is a fiance visa unless she is financially well off so, best to move on!
Call the embasy in Moscow they should be able to tell you. I am only aware of the US laws for tourist and student visas require they show they are finacially able to support themselves. Especially if they do not have work authorizations in the US. It is posible to get the tourist visa just very very few are given. I have a few friends that are here from Russia one on student and one on visitor (with work auth) but both said maybe 1 in 20 or 30 of their friends got the visa that tried at the same times. None of them where familiar with the $700 but they have been here over a year.
Russian women can only get Fiance visas unless they have serious assets in Russia, they can not get a work visa or a tourist Visa generally because the government knows they will not come back.
She says she is going to pay her own way but needs you to send her money, you will be like the rest of the guys at the airport waiting for the no show. If a girls goes on a tourist tour she will freely get a visa. Also there are students studying in Europe.

Yes tourist visas to the United States I should say as I am not familar with european laws at all, I would think that is the same for Austraila too as well as England, I know some get visas to work and there is a fraction of tourist visas issued as well but for the average woman in Russia she will not be getting a visa to travel to America. Part of that problem here is if a women from a foreign country gets to America all she has to do is take her passport and get an Id card and then go and get a marriage liscense and get married,(Here in Florida), once she is married they can not deport her. So for the most part they marry and never return home.
Wess my understanding is if they can show her intention was to get married under any other visa than the fiance visa they can deport her and ban her from future visas. I did some checking with an attorney to see some of the requirements and he said what ever you do do not try to marry if she is visiting under anyother visa. He said you must apply for the fiance visa first or you could by accident get her banned from the US for life. These are federal laws though and yes Florida may be different. Here in Missouri Imigration laws are ment for people from Kansas and Iowa....lol so we do not have many to address such.
What about traveler's insurance? I've been writing someone who says she bought a ticket and will be arriving on June 22. However, all of a sudden she needs $500 for traveler's insurance. I think I'm being worked. What do you guys think?
Both are scams. Both wouldn't even have a visa. Listen to wessman, sure its easy for them get visa to countries like turkey but not US, UK and Australia. If she could get a visa then coming up with $700 would not be an issue as she would have had to prove she has this kind of money available.

If you want to play a game with your scammer then tell her that you will arrange and pay for her travel insurance, she won't accept you doing it of course because she only wants your money and has no intention of actually travelling, and you need her full name, date of birth, a copy of her passport, her home address and perhaps telephone number, should she provide these then you'll have more than enough information to blacklist her on a blacklist.
but it is true they need to carry money on them when they go to a county that they can get a visa at the airport. Thailand for example they need to have the equivilent of $300.00 AUD

Providing the passenger has a valid passport and visa then the airline should not, does not have the authority to, deny them boarding the aircraft and travelling although the passenger may be denied entry at the destination and sent back again.
Quite often, before a visa is issued, it will be explained to or proven by the individual that they have confirmed hotel reservations and travelling money etc. If not then the visa is likely to be refused.
But these scammers are amateurs, they just think $$$ and who can blame them, they're making good money from all the idiots out there who will only think with their prick and not with their brain.
Such scams have been going on for some 10 years and will probably continue for as long as there are idiots falling for them and I would anticipate that to be a very long time into the future.
A Russian, Ukrainian etc. will not be allowed a tourist visa unless she has already proven that she has confirmed hotel reservations, return air tickets, and money to support herself. Copies available in braill for those that continue to think with their pricks.
tourist visas can be difficult to get, especially now but if you have been issued one in the past, they are much easier to obtain.
A person travelling on a tourist visa must be able to demonstrate they will not become a charge once in the United States. You can do this two ways, one is to carry a sufficent sum of money with you (btw there is no set amount such as $ 700.00--it is strictly discretionary), the second way is to "sponsor" someone on a tourist visa. You do this by preparing a INS form I-134 "affidavit of support", which obligates you to support the tourist during the duration of her stay. This I-134 is usually needed before a tourist visa is issued but if the person can convice the embassy individual conducting the interview they have the resources, will return to FSU etc. it may not be required, HOWEVER, it will be required at the port of entry. You can have a valid visa but when you pass through immigration in the US, they can turn you right around on another plane unless you have a completed I-134 or the ability to show you can support yourself completely for the entire durtation of the stay. So, if someone is requesting $ it is likely a scam, simply tell her you will send her a completed I-134 and the need for "travelling money" disappears.
