My son in the Navy is deploying to Iraq Feb 2. His foreign fiance package has been approved but the visa paper work will not be completed before he deploys. Is marraige by proxy a possibility? Can she travel to Iraq and be married then fly to the USA on the visa? Anyone with any insight please help me.

If the FIANCE visa is approved for her there is no need to be married PRIOR to her visit to the US.
The 90 days start counting the day she arrives to US soil, not from the day the visa package is approved.
But I'm sure it must be US soil, not Iraqui soil.
What purpose does sending her to Iraq serve other than risking her neck while he is already risking his for serving there?
If she arrives here while he is deployed in Iraq, it may be possible for her to marry him via proxy, BUT that may constitute a violation of the visa terms if it requires them to be physically together during her visit...
