Happened some days ago:
an old pensioneer asked the ministery for social affairs for any financial support for his very ill wife. The ministery refused. Then he asked the viceminister (!) for the same matter. The minister promised to help but also asked to be "thanked" for it. He gave a pice of paper to the pensioneer with his wishes: two boxes of candies and two bottles of moldovan champagne (!).
Sone after, the pensioneer brought the asked gifts to the minister and in this moment the minister was detained by the...center for combating economic crimes and corruption...!
Seems to be a typical case how to discretid any kind of personal enemy.

It happens all over in Eastern Europe. Moldova and Ukraine seem to be especially bad. I happen to be a member of another forum which deals with the Faiance Visa process. For a Fiance Visa, of course, the FSU lady has to produce a clean police record. One American guy recently expressed his frustration - it seems that his fiance's mother was a goernment official with a particular talent for going head to head with the local police. The family also was has a well known restaurant in the area and is perceived as being "rich".
When it came time to get a police report the police dimply dragged their feet for months claiming that they were too busy to fill in the report. The scheduled interview had been postponed and postponed several times because it couldn't go on without that police report.
The police finally agreed to do the one page report for $100 and 100 cases of vodka. The writer described a meeting that was held where of course the family tried to "make nice" to get that police report. This was the end result of the negotiations. The family also threw in the good-will gesture of inviting the police-chief and his family to an all inclusive free dinner at the family restaurant that Friday night.
