According to the information I have, since 3th of June 2001 all citizens of Russia need to get their visas for going to Hungary.The visas are issued by Hungarian consulates in Russia, in Moscow and St.Petersburg,and it takes not more then 3-4 days.

As far as I know the visa is required, the cost is 20-50$ depending on the agency. One can easily get it with in a week in a travel agency. As for staying in Bulgaria-It dpends on visa type you apply for.
I asked my lady this and also my future son-in-law, who is married to her daughter. They all say Cypress is about it for travel without a visa. Whether this is totally current or not, I'm not sure, but am offering it for what it is worth.

Basically i think the best option is a Schengen visa with travel option (best from belgium).
There are about 10 different visa option's the standard tourist is probably easiest (if you can prove sufficient means plane ticket etc. If you do not have sufficietn means than you can ask someone (your friend from belgium) to be your guarantor, but he/she if probably only willing to do that is he/she can REALLY trust you.
(A total of 15 countries have entered into the Schengen agreement: Austria, BELGIUM, Denmark, Finland, France, Germany, Greece, Holland, Iceland, ITALY, Luxembourg, Norway, Portugal, Spain and Sweden.)
p.s. i believe there is also a visa for famalie affairs but that part did not interess me when i read trough it all sometime ago
