Best to check the fine print. I'm not biased either way.....but a good suggestion would be to ask a few questions to the administrators.....you will get a straight anwer! I think that Fiance.com is an excellent choice, I met Marina and many other wonderful ladies through here. I have temporarily suspended my membership because I have someone. I also use East West Match, the 2 services compliment each other. I have met women on Fiance and talked to them on EWM. They often are on both sites. I think these 2 sites give the best value for money outside of a very small private agency on the ground which cannot be beat. That setup is way more personal and they will treat you like a guest in their country and personally help you find the right woman for you because they know each girl individually. Often they are all friends. It is personal choice. Then of course there is the good old social tours. They are great also but I think I prefer agencies and these 2 websites. A 50.00 Card and you get over 4 hours. for 20 bucks I get 15 hours and I call Moscow from Wisconsin and I have no Connect charges and hear the other end great.
