Runner-up would be HARRAP'S Russian Phrasebook, although it's written by a Brit, for Brits (hence, in their colloquial section, they define such bizzarisms as 'barmy', 'bird', 'nutter', 'thickie', etc.) Again, these pocket dictionaries aren't for Ukrainian, but a large percentage of Ukrainians speak Russian, and I've been told that most understand it in any case.
