On Cingular it costs $.15 per message to send and receive; on T-mobile I think it's $.20 per message. You might have to try different dialing patterns: +1380....., or 011380..... You can also find out what service provider she uses and text to her from the company website for free. Verizon does not text to those countries; I don't know about Sprint, and I've never heard of Cellular One. If you want to text to her get a cheap Cingular voice plan with a text message package. Having a quad band phone doesn't make a difference if you are in the U.S. T-mobile mostly uses only one band, while Cingular uses two.
