The new law is called the "International Marriage Broker Regulation Act of 2005". It requires all U.S. gentlemen who petition for a fiancee or spousal visa to provide more personal background information to Immigration Service and the State Department than ever before. It creates more restrictions in the process such as the number of fiancee or spousal petitions one can file, and how quickly a gentleman can file some visa petitions.
The law also requires a U.S. gentleman who wishes to meet his future fiancee or spouse through an "International Marriage Broker" to first submit extensive personal background information to the broker agency. The broker must then share that information with a future lady fiancee or spouse who must consent before the couple can start a communication and relationship.
My understanding is that this is a law about disclosure since SOME women come to the USA and marry a wife beater or an abuser. This law effects me because it also has some requirements about the background of the man being disclosed to the prospective woman. In the Embassy interview (My Understanding is) the interviewer will ask the woman about the background of her man. I sponsored a woman to come to the USA in 1999, and she came on the K-1 VISA program. I tried to come up with a generic way of explaining the law and my background to the women.
Here is what I say to my ladies:

It is a good law because honesty is the best relationship policy. Plus I want you to trust in my intensions and in my background. I was never married, and this was the closest I came to getting married. You are welcome to ask me any question, I will gladly answer with pleasure.

The law is unclear to me because I don't know at what level a background check is done. This agency has not requested any information about me, and I sent an e-mail to them informing that I will send whatever they want so long as it will find me a more honest spouse than last time.
For the record, the woman I sponsored last time was a scammer, liar and a manipulator! I met her through this agency, and it is not the agencies fault because of what happened. She was the nicest girl to other woman, but she ran me into the ground, and played manipulative mind games so bad, I was more than happy to get rid of her at the airport. She didn't understand, and then after her arrival back home, the agency called her! She had scammed this agency as well. I never want to meet anybody like her again.
I think this IMBRA law is a good one because it will promote honesty and open communication into this Foreign Bride business. If it assists me in finding a honest one, then it is a good law. I told this one woman that I sponsored someone in 1999/2000, and she decided my background was not for her and sent me a decline letter. I am glad that she made the choice because I have nothing to hide, and it was a positive experience.
I read some of these posts from the men on this site talking about hiring a prostitute for $200/hr and such. Well Solicitation of Prostitution arrests will be something the INS will be looking at when you go to make an application to bring a female to the USA. You should think about it!
I am just curious about how many men here are in the process of finding a bride to make their 2nd VISA application? (I hope this to be my last, and I need to be very clear to my prospective spouse about a few things.)
I don't really see the fuss about this bill. This is a knee jerk reaction to a domestic violence bill. Write a few letters to congress and this addendum can disappear. I wouldn't get all that excited about this bill and the 2 k1's isn't a big deal. Actually if you need two K1's I think the thought process is this hasn't been a serious search or relationship, just plucking the first woman that pays attention to you.

Just for the record, I work on the PC and often the internet hour in hour out, day in day out, this site provides a bit of light relief when I want to take a break for 5 minutes or so. It did provide some comic relief but then they banned Vanechka :))

No Wtrav, I think in Jet's Case getting more than two K1's would be absolutely possible and approved. Especially if the first two were for the same woman. There is a lot of gray area to this bill and that's why it has an appeal process.
