In the United States of America, federal government isn't governed by the federal or any other law. Federal government is corrupt, and US consulates are only one reminder of this corrupt system.
Ever heard of a federal government employee (official) getting prosecuted or even fired. It won't happen. All litigation against the federal government is defended by the US attorneys, who will make-up just about anything to bail out federal officials, and such falsification of facts is legal under the federal law. Exemption to 18 USC 1001(b) (Fraud & False Statements) below states:
Subsection (a) does not apply to a party to a judicial proceeding, or that party's counsel, for statements, representations, writings or documents submitted by such party or counsel to a judge or magistrate in that proceeding.
US attorneys never worry about a litigation as do private attorneys because the independent judiciary is there to make certain that most litigantions against the federal government end up in dismissal, or a summary judgment, if you're lucky.
In federal system, there exists a concept called SPACE. No federal employee, office or department violates another federal employee, office or department's space. With this in mind, if a consular official denies a visa, no one may reverse such a decision.
Together SPACE and IMPUNITY allow the federal officials to be arogant and corrupt cowboys and cowgirls uninterrupted.
This corruption is the reason why anit-federal government groups and radio talk-show hosts keep springing up domestically, and anti-US sediments internationally.
Is there any hope for the US consulates? No.
And the rest of the world is honest? I had no idea. I am so stupid! I thought that there wasn't an honest government out there. Silly me.

I don't know why fellers like hussar above get so worked up. My posting doesn't state that the rest of the governments are honest, but the US isn't. But an average American, whose dealings are limited mostly to city, county and state governments - which are for the most part honest because the federal government (Big Brother) keeps them in check - believes their federal government to be just as honest. It hurts when an average American, usually of color, is pulled over for turning into the outside lane, while the federal officials get away with just about anything.
Also, that federal officials simply can't be fired is only true in the US. Recently, lives were lost at an airshow in Ukraine, where many federal officials were fired over the incident. How many federal officials were repremanded over 9/11?
Oh Please get a life...Only elected officals can not be fired..they get impeached.They were elected by majority vote that is why it is harder to be rid of them.In some countries they just disappear or are shot.Well that does save time and money..So much for public opinion.

Amir, governments are the same everywhere. In fact, the US government is much more accountable than other governments. You must understand the rules, be smart, and play by the rules. If you go to an interview unprepared or lack the necessary documents, your petition will likely be rejected. Learn from your mistakes and try again. Hire a lawyer and try again and your life will become easier. Coming here and bitching on the US government overall will not do you any good and you're coming up as immature and people can presume why your petition might have been rejected.
