The following is from May 2004 issue of a publication. I have reduced country, city and individual names to initials. Diplomatic immunity protects these officials from foreign claims, sovereign immunity from domestic claims, and with the government, no one cares.
"..promiscuity among some Americans stationed in R increased to levels that threatened to jeopardize the mission’s reputation and subject U.S. government employees to blackmail. They stated that some diplomats were engaging in homosexual relations with R citizens and other foreign nationals.
Such dalliances led some to ridicule the U.S. diplomatic presence in R as the “pink embassy” and the “B bathhouse.” A letter sent by a group of R NGOs and individuals to President Bush and Secretary Powell in January (2004) named high-level appointees responsible for having “transformed the U.S. diplomatic addresses in to havens of debauchery,” and further alleges that “(b)ased on reports and pornographic photos circulating around newspapers…” they “… use their privileged positions to corrupt young R's, paying them for sexual relations, by both cash and visas to the U.S.” The signatories of this letter include the Union of War Veterans, the National League of December 1989 Combatants, and three former R parliament members.
An erstwhile gay lover of a former high-ranking official at the USAID mission in B has described such conduct in a sworn statement. He says that he lived with this official for four years in his government housing under the guise of serving as household help. There he claims to have witnessed U.S. government employees engaged in lewd acts and entering into other compromising positions.
According to his deposition, these acts included multiple sexual encounters with young R men, some of whom may have been minors. The high-ranking USAID official’s taxpayer-provided residence was said to be the site of wild sexually charged parties where participants allegedly used drugs and viewed pornography. He states that this official has made sexually explicit photographs of himself available on the Internet. He accuses other officials of paying for sexual favors as well as offering foreign nationals visas in exchange for money or sex. Asked for comment, the USAID press office said it was unaware of any such allegations. Calls to the Inspector General’s office were not returned.
This goes beyond moral and cultural tensions over homosexuality. If true, these serious betrayals of diplomatic responsibility are incompatible with the professional climate required to represent this country abroad effectively. Contrary to a firm U.S. policy against illicit sexual liaisons and the corruption of minors, they would constitute illegal acts using taxpayers’ property and money with the potential to harm national security.
In addition, our national reputation has suffered enough recent damage in R due to the case of K T, a prominent historian the U.S. embassy in B placed on the Fulbright Commission. Yet T was a convicted sex offender. He videotaped himself engaging in sexual acts with children as young as seven, some of whom were allegedly orphans, and was sentenced to seven years in R prison for pedophilia and child abuse."
Doc, as to R, only 3 country names start with R - Russia, Romania and Rwanda.
As to B - Embassies are located strictly in national capitals - Moscow, Bucharest and Kigali.
So, it's about US Embassy in Bucharest, Romania.
If I remember right, many have complained of visa problems at this embassy on this very website.

A British official was recently arrested in UK for the same offence in the same area - an area I know as my girlfriend lives in a big house in that area and i live in the city centre.
And it happens all the time...
The Osouma Bin Laden military compound was near the Kandahar airport and could be seen by all entering in by plane (like I did when I arrived). Everyone knew Osouma was engaged to be married to Mullah Omar's daughter (I know because I passed Osouma and Mullah Omar in their vehicles and was told about it) and that he had paid Saudi's to install the only telephone system in the city (satellite system) and that it was being monitored every second by the CIA (I know as I used those phone cabins). Everyone there knew that the US had deliberately failed to blow up Osouma when they fired from the sea at his house in 1998/99. The CIA knew that he was having dinner with Mullah Omar at that time.
Meanwhile my UN boss, a young British female was struggling to get needed funds to feed the desperate poor starving because of the three year prolonged drought. The funds only materialised after the US invasion when she, and her supporting staff, were offered worldwide coverage on BBC/CNN for being the only organisation to have ever achieved getting women to work under the Taliban. After that she was promoted to advisor to President Karzai and I believe she is now co-managing the world wide funds to that region.
And Osouma.. all 15 expats of us there in Kandahar at that time knew damn well: the US knew at every single moment of time where the bastard was and deliberately, and intentionally, failed to get him (proof of it is induced if you span the UN related websites).
Intentionally, that is, so that you in the US and UK and elsewhere could perpetually live in the state of fear that you live in today! Blame yourselves: it was your choice to believe such a system.
Or blame the Russians for they are the ones who entered Afghanistan in 1979...Or the Brits and Russians for fighting there in the late 1800's...Or the US for flirting with muslim extremist Pakistan at the time...Or Clinton for his failed attempt to have Afghanistan as main transit area of Central Asian oil (which now thankfully to US invasion of Iraq has meant that the Russian proposal has gone ahead).
But my personal experience (of which above is only in 1 country I lived in) is that US external affairs has a significantly detrimental effect on the wellbeing of the people in the region where I live and those I choose to serve. Obviously, the same principle applies more or less to Romania (for obvious more recent events). Because of that it is natural that such countries make it more difficult for US citizens to enter or visit (especially as US authorities do the same). And with Putin in power a new type of cold war has emerged: it's about oil and gas and one which Putin is winning and US is unfortunately losing out.
Other story (last week): 4 people from one of our project locations on Hungarian/Ukrainian border in Romania were sentenced for falsification of documents and transportation of Romanian citizens to the UK. With nearly 1million citizens from Eastern Europe, does the South East (of UK) need any more? How about the 4million gypsies from Romania!
Or (this week): my girlfriend's sister, long term resident in Chicago, is fighting a lost cause with the police as her neighbour in the former Ku-Klux Klan area burned down there fence, grafitti'd their wall and trying to push her away from the house that she bought cash.
After Experiencing The UN first hand I wouldn't believe anything coming from the most corrupt organization every created by man. As for living in fear, I'm far from living in fear. I fear more from the UN and it's ICC and one world government agenda than I ever fear Osama Bin Laden.
As for the Oil and gas issue. Putin is far from winning anything there. Another extremely large reserve has been found in the US. I wish to hell we would explore these. Then you would really see all hell break loose. If the US just walked away from OPEC, meaning purchasing oil from the middle east,economies in that area would collapse. Maybe that would be a good thing, but then again, the US would be blamed for that.
Your precious United Nations, has been involved in more atrocities, more corrupt practices
than any country since the days of Hitler. It is a communist laden organization, it has harbored dictators from prosecution of crimes. Where ever the Blue Berets are at corruption is there for the taking. I find it deplorable that Americans are chastised for their behavior in Irag by the Media, but no one really complained in any newspaper of the UN contingent from Canada beating Shide Arone to death in Somalia. Or the UN Belgian peacekeepers, rounding up and feeding Tutsi's in Riwanda, then leaving the camp while they were eating, so the Presidential Guard could come in and slaughter them wholesale. This happened within two minutes of leaving the compound.
My favorite is the Looting of Liberia in 1996. Where "Peacekeepers" and that term makes me laugh my ass off. Took pilfered products away in marked UN vehicles. Anyone believing that the UN Peacekeepers will be the Snow White Champions of world peace absolutely live with their heads in the sand. The UN's agenda is the break the Sovreignty of the United States. Not because the wild proclamation of being the greatest country in the world, but because we promote a sovereign idea of freedom,self rule and self government and the freedom to wage war if necessary to protect our people and our intersts. That idea doesn't rest well with the communist agenda of the UN.
So Beanstobe you keep believing in your UN and that pathetic murdering system you deem so wonderful. Where were the peacekeepers in Afghanstan when Russia invaded? Where was all the hell raising then about Russian invading. But let Israel, or the US do one damn thing to defend their soveriegnty and all Hell breaks loose. The clamor from the UN is now we are a world neighbor hood, well in my neighborhood, if the guy down the street wants to hurt my wife and children,I sure as hell don't need approval from the 11 surrounding neighborhoods to protect them. What a joke. Peace comes from strength and vigilance. I've been on the ground in Somalia and Ethiopa, and saw firsthand what great influence the UN has. Pathetic!

Oh I don't know, nasfan, you may want to keep that kleenex handy for yourself. If I were in your shoes, I would not be so sure to make fancy statements about the election this fall. On a second thought, however, if the reb’s are flushed out of both houses, you can always blame it on the UN:)

I didn't see it, so I don't know if Musavi made to it. This is the French-Moroccan who was picked up by FBI-MN, and whose warrant request for search of his PC hard drive was denied by Ashcroft's Justice Dept., an extremely rare occurance. He was sentenced to life in prison recently for not disclosing it all via mouth before 9/11!!!
And Path to 9/11 may not be available, but United 93 is, and has all the right clues if you know what to look for. I'll tell you one in beginning when FAA chief is briefed on day's highlights: "There's a large scale military exercise going on along the east coast this morning", named Vigilant Warrior was mentioned in Richard Clark's book "Against All Enemies [Foreign & Domestic]."

I was just commenting about the USAID official at the start of the discussion- which could have been a DFID(UK), or Europeaid(EU funds) or UN official. They are all the same, bureaucratic, misuse of tax payers money. All a pile of bull basically.
