A new law signed by Bush in January 2006, deems American men to be so predatory and violent that the U.S. government must protect foreign women by providing police checks before allowing the men to even say "hello" to these women.
An international broker cannot provide contact or general information on a foreign woman to an American man unless that broker first collects and discloses to the woman the following information about the man:
— Every state of residence since the age of 18;
— Current or previous marriages as well as how and when they terminated;
— Information on children under 18;
— Any arrest or conviction related to controlled substances, alcohol or prostitution, making no distinction on arrests not leading to conviction;
— Any court orders, including temporary restraining orders, which are notoriously easy to procure;
— Any arrest or conviction for crimes ranging from "homicide" to "child neglect";
— Any arrest or conviction for "similar activity in violation of Federal, State or local criminal law" without specifying what "similar" means.
Like the Expatriation Act of 1907 was designed to stop American women from marrying foreigners, the IMBRA Act of 2005 is designed to stop American men from even dating foreigners.

Anyways, I contacted the website and showed them letters that proved her profile was completely fabricated to lure a guy to believe she was someone she wasn't -- specific examples were cited.
Girl's answer to the official inquiry? She accused me of demanding sex from her! In other words, she accused me of attempted rape because I had insulted her with the request that she was less than ideal for any man. I don't think she would have thought twice about falsely accusing any man of this if she felt the relationship were over and she wanted to get back at him.
Unfounded rape charge? I have experienced it first-hand, fortunately the agency backed down when they knew it was getting into the legal US State-department level, because with that type of accusation, my sense of justice goes ballistic. When they would not proceed forward, they sided in favor of me -- because an agency translator was present the entire time and she knew I was a really good man, because they set me up with a wonderful woman when I cancelled any further meetings with gold-digger girl Yulia (now in Kiev).

Under IMBRA our wonderful government is actually obligated to create a DATA BASE to "TRACK" those who apply for two or more fiance visa's. Its as if we are terrorsts or sex offender. I mean a national DATA BASE to TRACK US? What next? Will we only be allowed to lie in certain neighborhoods - more than 1000 feet from homes of foreign born women, next?
(1) New I-129F Petition for Alien Fiance(e) Visa Form The new I-129F form requires petitioners who were convicted of a violent crime or a crime relating to a controlled substance on three or more separate occasions to submit certified copies of all court and police records. The new I-129F petition also requires petitioners who met their fiance(e) through an international marriage broker to write the name and the address of the international marriage broker on the petition.
(2) Restrictions on Visa Petitioners: A consular officer is prohibited from approving a visa petition before verifying that the visa petitioner has not (a) filed K visa petitions with regard to two or more aliens (b) filed a K visa petition within the last two years or (c) committed a violent crime. If a visa petitioner falls into one of these three categories a waiver must be granted by the Department of Homeland Security before a successful visa petition can be filed.
(3) Database Tracking Multiple Visa Petitioners: The Department of Homeland Security will create a database to track multiple K visa petitions. After a second visa petition is approved, the petitioner's name and information will be included in the database. In cases where subsequent visa petitions are applied for both the petitioner and the beneficiary will receive notice about the previously approved number of fiance(e) and/or spouse visas of the beneficiary.
(4) Domestic Violence Information: The Secretary of Homeland Security will develop an information pamphlet on legal rights and resources for immigrant victims of domestic violence. The pamphlet will be mailed to all K nonimmigrant visa applicants with the visa application information packet. The pamphlet will also be available on the websites of the Department of State and the Department of Homeland Security as well as at the consular office.
(5) Consular Interview: During the Consular interview, the officer will provide the applicant with information regarding any protection orders or criminal convictions of the petitioner. The applicant will also be provided with an information pamphlet on the legal rights and resources for immigrant victims of domestic violence and an oral summary of the information included the pamphlet.
(6) International Marriage Broker Regulation: International marriage brokers are prohibited from marketing children less than 18 years of age. They also must disclose the criminal record of the US client to the foreign national client and obtain the foreign national's permission in writing before the foreign national's contact information can be released to the US client.

I am now seriously considering applying for a SECOND fiance visa. That means, as mandated by federal law, I must now be entered into a database and TRACKED.
Considering marrying TWO different foreign women at two different times. The nation better be prtected from me and I better be watched. I must be a very dangerous man.

I think IMBRA should be repealed. It's a feminist move and anti-immigration oriented piece of legislation. Yet since civil marriages are governed by local municipalities, there is no oversight on how to pre-screen violent criminals from marrying and abusing.
In saying this, it's not hard to just give someone a 1-page document that states everything in IMBRA.
Oh and if you want to bypass IMBRA entirely? Just dont tell the government you met via a website, just say you met her while you vacationed there... Easy backdoor -- geezus you guys are dumb ;p
OTOH, I wish girl's in FSU had similiar requirements necessary to obtain a US K1 visa, they have to prove to you at the start of any communication:
1) Have you ever been convicted of a crime in the FSU
2) Have you ever been married or divorced - proof required
3) Have you ever petitioned for a K1 visa on you before, list all occurrences.
4) Has your agency ever been convicted or issued punitive warnings for scamming.
Limit 1 K1 petition from each to every 2 years would really make it work. Otherwise we are just making it one more obstacle for the good guy... who needs protection from all these immoral marriage agency types (owners and immoral women)

Not so. It doesn't matter HOW you met her, if you apply for two fiance visa's you are tracked. IMBRA is mentioned specifically in the directions:
"The International Marriage Broker Regulation Act requires USCIS to maintain a database to track repeated petitionsfor K visas. Upon approval of a second petition for a K-1or K-3 visa filed by the same U.S. citizen petitioner,USCIS will notify the petitioner that informationconcerning the petitioner has been entered into a multiplevisa petition tracking database. Duh. What "straight forward limit that you have a 2-yr limit restriction" nonsense are you talking about?
And who said anything about trying every year? A LOT of first time applications don't work out. I'm talking about a SECOND try that alot of people eventually make.
