EVERYBODY knows about one of the oldest scams in the book - the girl tells you that she "knows someone" who can get her a tourist visa and a plane ticket to see you in the US. (Maybe she has written a letter or two to you and has suddenly found herself IN LOVE with you and has to be with you.)
Well - her is the situation I am facing. I already know my lady quite well. I have spent severat rips with her and we are currently working on putting together a fiance visa. The problem is that she is frustrated by the time involved (as am I). She is reasonably upset by the fact that I can visit her in her country without a visa - while she must go through all of this to see me in my country.
She has asked me if a simple tourist visa would be quicker. I told her that technically, yes, a tourist visa IS faster but ONLY if you can get it. For those who CAN GET ONE - it only involves a simple application fee a couple page application and a few days wait. But I've also told her that State Department policy has been (since 1952 I believe) that for people living in certain disadvantaged countries the burden of proof is ON the tourist applicant to convince the immigration official that they have NO intention of STAYING in America. The department treats all such cases as if, as a matter of fact, the potential tourist WILL try to stay in the US. ANd it is up to the tourist to prove that there is sufficient reason that that person WILL ABSOLUTELY return to their home country. Thsi must be done through proof of family responsibility, ownership of real estate etc.
We SHE found a company that she swears can guarantee a tourist visa for $3,000. Of course neither she nor any of her friends have had any experience WITH this company (as nobody there can even dream of accumulating $3,000) but she swears that it is how "rich people" can easily travel on a whim.
I told her that it was ridiculous - the State Department doesn't SELL visas (at least not for a mere $3,000) and that it was obviously a hoax. She remains unconvinced and says that if I really wanted her to come I would do it this way.
She has done further research since our first conversation and now says that the vis itself ISN'T $3,000. That (according to her) would include airfare and hotel as well. She says that the company insists on a package deal however and that it tells her that if I were to wire $3,000 to them they will provide all the services including the visa.
Arggggggg!!!!!!
Those of us who have DONE this before know that if this thing were legitimate $3,000 would be a BARGAIN to get her over here - without the hassle of the fiance visa, etc. Especially since that sum would include the airfare.
This is an obvious scam but its not HER doing the scamming.
If I were to pay the $3,000 I'd never see a thing of course. And would have no recourse, or positive outcome save for proving to her that I was RIGHT!
that maybe it is such a scam that both you & her are going to be the victims. Maybe - let's speculate a lil - they will indeed try to get her a tourist visa (what else hmm?), and buy her a ticket as well.
The visa will be turned down of course (quite like you say) and they will show her all the paperwork, even the quasi non-refundable tickets (which they will get a refund for of course via a mate at the bureau). The money's gone with proof to show, and an apology will be made for not having been successful in this very exceptionally rare, and unfortunate, instance of course. She however will be denied entrance to the US on any future visa, doing you in as well. Maybe far-fetched but not impossible.
The only advice I'd have now is try to get into contact with this 'company' yourself, and dig up as much as you can.

Thats what I meant - that she and I would both be victims. I would obviously be out the money - while she would be caught as unaware.
This COMPANY evidently only has representatives who speak Russian/Ukrainian. Naturally. That way all the explaining has to be done by the lady. And they KNOW it would be a westerner woul will be out the money.
jetmba, you have said it all, if they only speak Russian then how the hell do they organise anything with the US,, there was one possibility it was a organised tour package,, prebooking and organizing means of stay,, just maybe possible..
but "no speak english", what a pack of bastards.

Do you have, or ask her for, the name of the company and then perhaps Google may reveal something.
I can understand her mentality, she is anxious to move things along and she believes that the authotities, perhaps you also, are dragging heels.
I can't really see the point of a $3,000 tourist visa, a $3,000 fiance visa perhaps, and it makes for a bl00dy expensive holiday!
But it does sound like bullshit if it supposedly includes airfares because every airfare has a different price. If you live by JFK then that is perhaps the cheapest, LAX more expensive cos aeroplane uses more fuel to get there but how about if you live in little town in the middle of nowhere and connecting flights, with different carriers, are involved? The flights might cost more than the $3,000!
Part of my work, in a totally different field, has been to include some extras such as accommodation but one thing I would never incorporate in to the price would be air travel. Everybody lives in a different location affecting fares and all it would take would be a conflict in the middle east and fuel prices would escalate even more than they have done so already.
How much is an airfare? ..... Well how long is a piece of string?
P.S. I recall, a long time ago, suggesting to a Russian lady, as I was about to book her some Aeroflot tickets, that she join Aeroflot's frequent 'survivor' programme explaining that ultimately she would get something for nothing. She went absolutely mental, 'is this a joke or what, nobody gets anything for nothing' so I can just imagine how you might be having difficulty explaining the facts of reality to your lady.
Jet...can I put my 2cents??? I won't address the 'scam', we all know what it is!!! My concern would be the thinking process of your girl. Whereis her mind to believe this even after your explanation of what this is!!! Does she not have any respect for your knowledge??? You wrote on your last trip with her, that she was always late getting ready, fine, many girls have that problem but when she had a hand in you missing your flight, that would have drove me over the top. In my case, my customers would have been angry with me. In your case, didn't faze you other than paying more money, you wrote, it is another couple extras days with my girl. Just some food for thought for you Jet, it is your decision but makes me wonder once you get her here, what will she be thinking or doing???? You know her thought process. Hope she comes around!!! Be very careful.She might be fooled into this "air ticket visa scam company" or be part of the scam herself.
The fact she does not believe you Jet about how US visas operate and believes her countryman, is a big negative and a red flag.
Just because you visited her a few times in her country means nothing to these women...they have been known and there are true stories of men being duped into believing the girl loves them and the man gets strung along and lied to for months and when the guy pays out big money for an airfare or visa, the girls dump the man and disappear or there is an abrupt change of mind after the girl gets the money from you and there is a "no show" at the airport while you wait for her.
$3000 is a lot of money to them, in some parts of the Ukraine it is nearly 2 years work salary!
Women are the masters of sweet talk and lies, Jet...don't trust them...your situation with your fsu girl smells very fishy.
Ukraine women are great actresses when it comes to money.
Don't send her the money. Use the correct immigration channels and procedures...you and her must wait.
If she does not want to wait...then move on Jet and find another girl.
Thanks all, for the suggestions - I will try to get more details from her next time I call. We are trying to limit calling to twice a week - since calls normally extend around 2 1/2 hours each and it begins to get expensive.
It IS true that explaining logic to a woman, especially one brought up in a corrupt system like Ukraine, is futile. For the right price, she thinks, anything can be bought. And she simply can't understand why I don't want to solve this problem. Why would I want to be apart from her, when for a pitance to me (she thinks) we could be together?
I HAVE explained that I am far from a rich man - that is partly the logic in fact in my limiting calls to twice a week. The calls which each burn a $20 phone card cost me $180 per month. Thats not ridiculously expensive, but it adds up.
In direct answer to beemers comments - YES her having a hand in missing my flight bothers me, and YES her inability to get ready punctually does as well, and we argue sometimes and she sometimes frustrates me because she doesn't believe something I try very hard to explain to her. In short - she is not perfect. But (and this is a big confession I am making) - I'm not perfect either.
And what she DOES bring to our relationshp FAR outweighs the problems.

Jet they tend to believe what the people at the agency tell them. They told Larisa that all her documents needed an apostille. I told her no they don't, so she went back did a bunch of traveling to get them. After I told her not too. They tend to believe that since the agencys are in this business that they know all regarding visa's and immigration. After we got to the consulate, I had her interviewer explain this to her. She was pissed!!!That's when I needled her a little bit more saying, well what would you think if I started telling you how things were done in Ukraine?
I don't know about this one your dealing in now. I mean I would have great reservations regarding this issue. Hell have her call the Ukrainian embassy in Kiev and let them explain the facts to her. Or do it yourself. I highly doubt she can pull this off. It sounds like two people are going to get screwed in this and one for a sizable sum of money.
Through SMS I was able to explain that tourist visa and fiance visas are fro entirely different purposes and the applications ask enitely different questions.
I explained that as part of a fiance visa it is necessary to declare your intention to MARRY within 90 days. And that for a tourist visa you must declare that you are ONLY going to visit and have no intention to do anything else.
I further told her that I have been told (though I have no direct evidence) that her odds on securing a tourist visa are about 1% and that when she is inevitably turned down she will have a stamp put into her passport indicating she was DENIED a visa. And this denial would have to be mentioned in any furture application.
I also let her know that having two conflicting visa applications out there at the same time might indicate fraud. And that if she was granted a tourist visa, and we married during it, it was possible that the law banning faudulent application could be applied - resulting in her getting a three year or TEN year BAR from entering the US under ANY circumstance.
She messaged me back saying that if we re applying for a fiance visa - why are we even talking about a tourist visa then.
