Remember that many sites are a front for a collection of agencies and each agency represents a number of ladies. Anastasia and global ladies fall into this category. Then there are sites where ladies register individually such as club10 and elana's models. The fiance.com site seems to cater for both direct and via-agency ladies. You get good and bad agencies and good and bad ladies on every site, so you have to judge on a case by case basis as you communicate with a lady. Read up on here and use your common sense. Remember that scammers are clever and adaptable people and so using a checklist approach to spot one is dangerous.
