The service ships her an iKobo Visa debit car - which you can put money whenever you want via internet at a VERY reasonable fee. Setting up an american account as land-of-oz suggests, can be tricky as it will be in YOUR name not hers (the iKobo visa is in her name) and there is no chance she could use it for purchases (still a lot of credit card slide machines over there) and go over the amount that you want her to have. And getting an american account in her name is also difficult as there are often residency and signature requirements. With the iKobo visa - you have none of these things - and it is delivered right to her door.
