I met a couple on the train from Simferopol to Kiev. They just had a child. They said the Ukrainian government gave them 25,000 for having a child. Any info on this?
That was grivnias, by the way. They told me it was the government's attempt to populate Ukraine. I thought it might be beneficial to some, like Americans to have their child over there. It cost money here to have a child. Why not have a child over there and get paid? Of course, it might mean living over there, but some of you are already doing that.
RB: Having children "over there" and getting paid sounds like a fun project, the more the better. Just don't give the women your address back home.
More seriously, I can't confirm the figure, but yes Ukraine and Russia do provide a "Baby Bonus" type of payment. Several countries do likewise. In Australia, up till a few months ago, it was $4000 or $5000. I think it has changed a little, but it remains in some form or another. The Russian / Ukrainian system is not unique.
They do pay. I do not know about the sum (though it is ease to find out). In Russia this payment is bigger than in Ukraine. Russia also has several programs in order to help young families to buy a house and begin own business. In Ukraine the population is decreasing so this is an attempt to stimulate the birth rate. But if you want to start such a business:) this is a big mistake. This money cannot cover your charges for a child. Of course if you love your child and want him/her to be health, smart etc.
In 2005 when I was in Kiev - there were huge Bill-boards around the highways etc encouraging couples to have sex - to boost the population. I think the payment per child was 9000 Grv then. But the price did drop off not long after.

The couple told me 25,000 UAH. It is just a thought. If I have another child, it will probably be in the United States. Since it costs about $5,000 to have a child in the US, this could mean around $8,500 gain for the couple to have their child in Ukraine. I wonder if it matters if the father is an American, or if this payment practice is still going on in spite of the economic situation in Ukraine.
I did some looking around on the internet and the only thing I could find was reference to a program that began in 2005. It paid 8500 UAH to a couple for each child.
If anyone has more up-to-date or concrete information, I'd be very interested to hear it. It's hard to imagine the Ukranian government administering this program successfully when they can barely manage to transport gas to their citizens.
Now the exchange rate is 770 UAH (Hryvnias) to 100 USD.
There are 5 state aids for children.
1) Aid due to pregnancy and childbirth. The sum and term of the payments depend on several factors, thus it is not possible to calculate them.
2) One-time aid during child birth:
-12240 UAH for a first child. The aid is paid one time upon the birth of the first child in the amount of 4800 UAH. The other sums for the first child are paid within next 12 months (620 UAH per month).
-25000 UAH for the second child. The aid is paid one time upon the birth of the second child in the amount of 4840 UAH. The other sums for the second child are paid within next 24 months (840 UAH per month).
-50000 UAH for the third child and each next child; the aid is paid one time upon the birth of the third and each next child in the amount of 5000 UAH. The other sums for the third and each next child are paid within next 36 months (1250 per month).
There are different aspects that have effect upon the sums and terms of the payments.
3)Aid for child care until s/he is three years old also has peculiarities but in any case the sum cannot exceed 130 UAH per month.
4) Aid for the children under curatorship or guardianship. I will not explain it because as I understand it is not important for members of this forum.
5) Aid for children to single mothers. The aid is paid till the child is 18 (or in some cases 23). There are different aspects that have effect upon the sums and terms of the payments.

I read it in the paper last year that they Timoshenkos party were proposing to increse the payment if they were relected.
I just left Kiev and the heaters and stove was still working. Ukraine has extensive storage facilities for gas. They werent desparate the nations further downstream were.
