I was considering getting all my cash from the ATM machines that I am assuming are available outside or inside the banks in Kiev.
Are these readily available in other portions of the city not directly connected to the bank, for example the malls and restaurants and such?
Also I was speaking to a friend of mine over the Vinittsa and he tells me the fees are 5-10% of the withdraw instead of what I might expect to get charged in a titty bar in the US but not at a bank.
ATMs are everywhere. Fees aren't 5/10% thats insane, its normally the fee that your bank changes thats the main cost, but even so its only a few dollars. I always use ATMs.

Visa generally charges one of a set of flat international withdrawal fees depending on the amount you withdraw (Can't speak for other exept for Cirus who do likewise). I've never been charged a "local" bank fee. ATM's (Bankomats) are thicker than hair on a cats back. If you walk more than 200 yards between them you are in the boonies. I never take cash and always rely on using Bankomats upon arrival. Regardless of withdrawal fees, it will be cheaper than trying to exchange cash locally.
Maybe the problem then is with his local Ukraine bank wanting to charge him 5-10% to get HIS money, supposing they don't give him a bankomat card with the Visa/MC logo or something along those lines. Seemed crazy to me as well.

my clients did not worry about percent per transaction, they worried about what amount possible to draw out from their card per time.
For information - Privatbank (usually green design) bankomats allow to get 1000 uah per time.
Aval (blue/yellow) ATMs allow to get any amount but not more than your card day limit
I live in Odessa, and use my Bank of America card to get money from the ATM's here. The cheapest I've found is 3%; the most expensive I've found is 13%.
It's definitely not cheaper than exchanging cash. The official rate now is around 7.9 UAH/ $1, which is what I get from the ATM. On the street, I can exchange dollars at 8.25 UAH/$1. Outside of the center, the exchange rate on the street is around 8.35.
The problem with exchanging cash is that they only will take new bills without any defects.
VNV: Fair point and I should have clarified mine. I was referring to newcomers and the liklihood of them being able to deal a decent price at street level. Long time local knowledge provides a whole 'nother platform.
VNV are you taking cash advances on a credit card from BA or is that a debit card?
Martin and Ben seem to disagree with these rates. You live there, so perhaps you would know better but these guys seem to have used them without extortionist's fees...
In the US I might expect a $2.00 to $5.00 flat fee regardless of the amount I take out up to my card's daily limit. Unless as I mentioned in some locations where they can get away with it, like a "gentlemen's club" they will charge 10% of the total withdrawn, but that is highly unusual for a machine to charge based on the % withdrawn.
The only other time I get a % on the total withdrawn is if I am using a credit card for a cash advance, but I never do that.
So am I hearing that it depends on where I am if I am going to get "taxed" on the total withdrawn versus a flat fee?
I am using a debit card to withdraw money that is in my checking account in America. As I said, the cheapest I've found is 3%. I haven't had any ATM withdrawal charge me a flat fee. It's always a percentage.
Before I lived here I never thought it. I'd traveled here a few times, and used ATM's and never gave it a thought. But now, since I'm using an ATM every day or every other day I started to pay attention and was really surprised at the rates I was being charged.
Keep in mind, that here a bank will charge 1-2% for an account holder to withdraw their own money! I have an American friend here who has an account here, and he wires himself money from his American bank account. He has to pay 1.5% just to take out his own money! Plus, his bank in America charges some small amount for the transfer. Given the uncertain state of the banks here, I decided it was better to just use the ATM.
I don't know how long you're going to be here, but if it's less than a month, just bring cash. Order new $100 bills from your bank and just use that. You can exchange money everywhere, usually at a better rate than the bank gives you at the ATM. I've even paid for a restaurant bill with dollars and gotten a better exchange rate than at the ATM.
I'll be there for a month or so so I think I'll opt for the ATM route, assuming I can find one that charges a reasonable rate otherwise U can wire myself case over the Intertubes and deal with the bank fees I suppose. Useful info, much appreciated.
