You should be looking to haggle at least 20% off any listed price in the current climate because rents in Ukraine are dropping like a stone.
bowhunter, my two cents (I've rented 7 times, most recently at the end of January):
www.uarent.com - Recommend to steer clear! Had a bad experience, cheated out of $200 or so, also I have seen almost all of their apartments listed with other agencies, sometimes at a cheaper rate.
http://www.kievrent.net - Rented from them several times, price and service OK, though one of the apartments was in disappointing condition. They give (or at least, used to give) a discount to repeat customers.
http://kiev-apartments.com.ua - Managers are Sergey, wife Natasha, and sometimes their son. They're OK, and the apartments I booked from them were pretty nice.
Rates are definitely down, so as bassuk said, go ahead and negotiate. In January, when I emailed asking for a list of available apartments, the higher-rate websites quoted me prices well below those listed on the web pages, so don't be afraid to browse even the pricey sites.
Personally, I'm pretty picky about location & amenities, so I don't usually go for the cheapest. It looks like you can easily get $50/night for a run-of-the-mill flat, and should be able to find a pretty nice one for not more than $70.
If you're not real experienced travelling to Kiev, pay attention to check-in and check-out. Depending on the agency and your flight schedule, they may insist that you use their taxi*, or else charge you for checking in. This could make a pretty big difference to the total cost, so I recommend checking this stuff out in advance.
*Example: Sometimes I return home on an early flight (6 or 7 AM), and leave the apartment before 5 AM for the airport. Because their managers (understandably) aren't coming to the center in the dead of night, they will arrange their taxi for you, with a driver who will pick up the key for them. This can easily be $15 or $20 more than I would have paid if I booked my own taxi.
I usually use ukrainefare but I am using urent for a few days. I'll let you guys know if it is as bad as some guys feel, their prices are in euros, so that is what I am bringing, nice apt for 75 euros(~$98). I could see their exchange rate being a problem. They do have best price for taxi's, guess I could have been cheap and asked my girl to haggle with taxi pricing...but i'm there for a good time, not finding cheapest price for everything.
A good friend of mine stayed with urent in October and recommended them, who knows. My priorities are location and western type standards.
I used uarents on my last trip but only for one night I did see the same apaertments on another site.the apartment was nice but had a bad smell in the bathroom. it is convenient using there driver. this time I am going to try kievapartmentsrent.net seem to have a decent price. soon I will have a web site with all this information on it. I have already have it started just need to get sll the information on it.
I've used uaapartments and Sherbourne apartments. Sherbourne has better service but off the beaten path a little bit, but you can ride the tube to about anywhere in Kiev in 15 minutes. Uaaparments can put on Kreschaytyk for a reasonable price. My pick is still the Sherbourne.
