Someone in another thread asked about phone cards. Since it was a new subject I thought I'd start a new thread. I've seen ridiculous prices quoted by major carriers like ATT and MCI for calls to the FSU at upwards of $1.00 per minute. Dial around rates (1010) aren't much better. But I can call Moldova at about 7.6 cents per minute using a phone card. They have great rates to any FSU country. Wtrav mentioned buying them at Russian supermarkets. Well, I don't have any Russian supermarkets within 100 miles of where I live so I buy them over the web. Nobel Moldova (also available as Nobel Russia or Nobel Ukraine) is one of my favorites. You don't actually get a physical card - you get a pin number and an 800 number. Call the 800 number - wait for the prompt for the pin number. Punch that in and the phone number and that's it. Might seem like a lot of numbers to push (24 altogether) but if you program your phone memory its worth it. With Nobel - two catches - a 99 cent maintenance fee per week and the card is only good for 90 days from first use (other fees may apply) but I call alot and end up getting nearly 4 hours for $20.00.
The Nobel cards I refere to in my post are available through Nobelcom.com I haven' tried the one refered to by olegnay above but I'm sure its good. Lots of companies are available and but check with each regarding the specifics of the best card for the country you are looking for (ie price oer minute). They do vary. Check google for "telephone card Russia" for instance. You'll find a lot of them.

Just checked out the website suggested by olegnay. It has GREAT prices. To Moldova its only 7 cents. So far I've purchased cards from three different websites and found service to be about the same. But if this one is cheaper - and recommended - I'll try it myself.
Okay - on further investigation the 7 cent card listed has a 2 cent extra charge added for 800 service and a 20% service fee - bringing the total cost per minute to 10.8 cents. So its a little more expensive (got to check the fine print). But it has no weekly service fee like mine does. I'll still stick to what I have.
I looked long and hard on a number of different websites for the right card to go into Latvia. Nobel advertised their service and so I bought a $50 card. MISTAKE! After repeated attempts I never got through to Latvia, asked for a refund, and got a decline. Nobel acknowledges they have a problem in "connectivity" in Latvia but cannot be responsible for the local phone conditions. It was a cheap lesson but the California Attorney General can look at it just for something to do in their spare time.
Sorry that you had a bad experience - but you point out it is particular to Latvia - a place I have never called. The service works perfectly in Moldova.
I bet that if it is a connectivety problem, every other card will have it as well, as will other services that are not cards. The one thing that is predictable about FSU systems is their unpredictability.
