The weaker a country's economy, the more heavily it is likely to rely on "extractive industries," for example the unearthing of petroleum, natural gas, coal, diamonds, rare earths, metal-bearing ores (copper, nickel, gold, and the like). Of course, such industries are limited by the resources available within a country's borders, or the limits of its economic exclusion zones at sea.
A newer category of extractive industry, the dating-industrial complex, operates not within borders, but across them. It exists in more than one form, and incorporates many types of businesses and individuals. One of its key characteristics is that it is highly decentralized: there is no monopoly, or even a key player with a dominant market share.
In the most common business model, the treasure to be extracted is your bank balance. To understand how valuable this can be, consider that for each dollar-equivalent of per-capita GDP in Ukraine, the US counterpart is about ten dollars. One attraction of this business is that it can be done with very little capital, a bit like wildcatting in the early days of petroleum extraction. But in the dating-industrial complex, the cost per well is very small indeed, so that it can be profitable to drill hundreds, or even thousands of wells for each one that produces.
Another great advantage, is that the industry has almost no constraints. There is no counterpart to exclusive mineral rights -- but on the other hand no money or paperwork must be expended to gain such rights. There is practically no international regulation, no customs fees, and most of the money (one may suppose) goes untaxed. This industry operates almost entirely outside (or perhaps, beneath) the rule of law. Resources, once extracted, are never returned. And unlike traditional extractive industries, which tend to drain away a country's wealth (a durable resource is traded, usually abroad, for cash that will soon be consumed), the treasure in the dating-industrial complex is brought IN to the country from abroad, INCREASING its wealth. What poor country's government will want to discourage such a wealth transfer?
Not only are capital costs low, but imagine that a salt dome (the geologic structure sometimes found atop a petroleum deposit) ACTUALLY PAYS FOR DRILLING THE WELL, by paying fees to extraction agiencies, paying communication and transportation expenses, etc. etc. What an exciting business model! The petroleum wants to come out so badly, it pays for its own exploitation! The prospectors can explore at their leisure, putting almost no money at risk.
An individual prospector can even contract with an extraction agency. In this way, the prospector can EARN MONEY WHILE PROSPECTING, even if she never strikes oil! Of course, there is a cost along with the benefit: when she makes a strike, the agency takes much of the profit. Even so, she has the security of a steady income (especially important if she is a mother living alone), and with a little luck will get bonuses from time to time, when one of her exploratory wells "comes in."
There's another way this industry is better than mineral extraction: THERE ARE NEW DEPOSITS FORMING EVERY DAY -- and they are just as easy to find and drill as the early deposits were. In spite of this, the industry is constantly evolving new technologies: geologic surveys, seismic analysis, horizontal drilling, fracking, offshore platforms, and so on. The dating-industrial complex searches day and night for more powerful and efficient ways to drain your bank account.
To pick one example, when the modern industry was in its formative stages, "video chat" didn't even exist. What do you think is the industry's cost-per-hour, for video chat? (HINT: Skype offers this service for free.)
The dating-industrial complex offers a powerful business model, in which people who otherwise might fail to find work, can earn a good, or even excellent living (by local standards) for the labor they invest. Setting aside any ethical considerations -- and frankly, who doesn't rationalize away ethical problems when money is "lying in the street," waiting to be picked up? -- any enterprising capitalist can see that this is a workable opportunity.

I once seen some data on the Russian scammer industry,,, I don't think it was even for the whole FSU. The number was 26 billion EUROS!!!!!! I also don't know if it was for all forms of scams,,, phone scams, postal scams, email scams, etc.

I also liked the comparison, it has become an industry in the FSU. I know of several women who have started their own agencies, after getting their start working as interpreters.
I found another good comparison on some old TV programs. In the afternoon, we have a channel that shows old Westerns, (ME-TV) they have Gunsmoke, Bonanza, Big Valley, and others. On one episode, a group of outlaws went into a Saloon and started buying all of the Saloon girls drinks. These guys were of all ages, dirty and crude. But it doesn’t matter to the Saloon girls,,, as long as the guys keep paying for drinks,, and if they want to spend a little more,,, you can have one for the evening,,, or just long enough.

One thing I have to disagree with is the money is taxed. I have to report the money I make from the dating sites. I have to give my tax ID when I sign up as an affiliate. I do have trouble getting this site to pay and as of today they haven't paid my commission.Most of the sites pay as soon as you reach 100 for the month, this one seems to wait till I email them for a week or two.

Durak is correct it is a huge industry but lot of men part with their cash voluntarily. Many men and women especially in their forties and fifties have had enough of old style dating and when was the last time you went out and met two attractive, interesting, open women who were not cynical or were not expecting someone to come along in that age group and sweep them off their feet. It's an illusion. Many women in the west and elsewhere have such an ideal of what a man should be, that the average guy just falls between the cracks. The internet has just made many lonely men and women more alone. Where is their incentive now ? Why go out and be humiliated and ignored ? Many prefer to stay home and watch porn and send letters and emails to women they know they will never meet. Parting with the cash is okay if it gives them some temporary contact. The agencies know this as well. People that are rich enough to travel constantly have an advantage and if they also have the desire, they will try and meet people in person but the industry is making more money from the people that don't travel, the ones that just chat constantly and send email, at high cost to themselves. I think the percentage of success is quite small and good luck to those people but if you come out of the experience relatively undamaged mentally and financially, you are doing well. Is it worth it ? To the successful ones, of course but the best intentions and being a good person does not assure you will be successful just like any other relationship. But I have noted that lightning has struck for some guys on here and I am happy for them. I hope more will be successful and then this forum will be a lot quieter and possibly a bit more civil ?
I have affiliates that pay me when people use there service. most pay a percentage of what people spend. My blog just has a couple banners that are click thru, my main site has a section with profiles sent from dating agency's. I own about 17 domains but none of them are dating sites. I have 3 new domains I am developing now but since time is limited they will have to wait unless one of the boys gets to work on them.
