There are no agencies without scammers but some have only scammer (as the agency is a scam itself) and some do their best to remove scammers but the latter are very sneaky and they keep coming back like a rash. Do not use pay per everything (letter, translation, video viewing, video chat, etc) agencies, just use the ones that charge a monthly fee.
