Now I used to do this sort of stuff for a living and this doesn't make total sense to me but perhaps that may be because I'm allowing kaiserdag's post to influence my mind however ...
I would suggest that the "yes" is that the documentation referred to is my US passport that is valid for at least 6 months but ...
A visa is required, that I would need a letter of invitation from an approved tourist organisation, that I would need to obtain the visa from the Kazakh embassy/consulate in my country and should my country not have a Kazakh embassy/consulate then I may buy my visa upon arrival in KZ but that I must arrive via one of the designated airports listed.

Here is my rant: I just tired of hearing the same ol' bitching and winning about meeting up in Ukraine because of visa issues. Well KZ is better alternative, but if you're still in the minor leagues than go no further than Ukraine.
No suggestion of war from my corner but I ran it past the official tourist organisation 'IATA' and it seems they are unaware of what you seem to be aware of and at any airline check-in desk the check-in staff will go by what IATA say and may refuse travel!

I misunderstood you. I thought you meant meet a Russian girl from Russia in Kazakhstan as Russian citizens do not require a visa to visit Kazakhstan. Much like you'd meet a Russian girl from Russia in a 3rd country such as Turkey, Egypt or Ukraine.

Yes, there are many ethnic Russians still living in Kazakhstan though I have heard many of them have returned to Russia or emigrated to other countries.

A few years ago, I might have had a chance to go to some exotic locale with my NX. The reason I say: “might” is that I turned her down, because it was impossible at that time of year,,, but thought maybe in a couple of months,,, she didn’t wait.
I had checked out the Maldives and Seychelles,,, one place was in conflict at the time,,, and the other soon after. The prices ranged from 37usd to 2,700USD per night,,, my hopes were in the 200 to 300usd per night range.
Mexico and Cuba were on the list,,, and she mistakenly thought I could go to Cuba. Flying down to Cancun would be relatively safe,,,,, but traveling outside of the tourist area becomes risky. Carjackings are common place in Mexico City and in border towns.
There is also the Dominican Republic, nice beaches,,, but like many of the places where both Russian and Western people can both visit,,, it has rampant poverty.
Folks,, you're welcome to do as you please with your money, hopefully it will be well spend. I just mentioned a suggestion that could save you from being scammed or from not taken seriously.
