Perhaps he's just looking for anecdotal experiences or opinions. I've been in Russia at least ten times. I don't know what the percentage of alcoholism is, but I do see men drinking, just about everywhere. I remember one day I was waiting for a plane to fly from one Russian city to another. The plane was due to leave about 9 in the morning. I was sitting with a group of about 15 men. They were speaking Russian, and everyone of them was drinking beer! At 9 a.m.! I saw a lot of things like that when I was in Russia.
