As for a wife to be-when filing for fiance visa embassies ( at least USA embassy does it for sure) require Police certificate, that is issued by country Informational center and lists all the places where this woman lived since 16 yo and that she doesnt has any criminal records.
There is a centralized registration of where someone has lived all its live, but there isn't a centralized registration which states if a person is married or not??
(Dutch law requiers sometimes a notorized statement of the women herself that she isn't married as russian registration is seen as unreliable and some cities like moscow and st pb are reluctant to give out information).
How can one register where everyone lives as there where (are?) lots op people living in moscow that where (are?) not allowed to live there?
There is at least one anti-scam site that has a link to a detective (agency) that does background checks but i don't know which one, i only checked those sites the first two weeks as there are so many names on there that i decided that i'm unable to remember "the whole internet" and a name is easily changed.
Like Olga said, the US State Department does requie a criminal record when you're ready to apply for a fiance visa, but it's not a bad idea to hire a P.I. to do some basic background check before you invest all that time, emotion and money on one person.
I think better results can be reached if you somehow manage to find someone who lives in her town and could give you a word of mouth referral.
