(Dutch law requiers sometimes a notorized statement of the women herself that she isn't married as russian registration is seen as unreliable and some cities like moscow and st pb are reluctant to give out information). I think better results can be reached if you somehow manage to find someone who lives in her town and could give you a word of mouth referral. TimH knew someone in Ukraine who could help with that...
