Hello, I am getting married in Kishinev, Moldova next month and was wondering if anyone had any advice on the process of getting married there, paperwork etc... I plan to spend three weeks there to get everything taken care of. (I forgot to mention I am an American - well legalized - from Miami)
Does anyone have any recommendations or know of any company or individuals that can help in legalizing papers, translating papers etc... i have heard that using some contacts over there can help speed up the process, so there would be no need to wait in some of those REALLY long lines, for "a donation" of course. I just want everything to happen smoothly and quickly because it is difficult for me to stay longer than the three weeks....although not impossible!!! Who needs a job anyway? ;-D
This is my first post here, I have read this forum for many years during my four year search in Eastern Europe. I have always found it to be very helpful and useful (and sometimes entertaining!) and I thank everyone for putting their advice out there, it saves a lot of us invisible readers from really making a big mess!!

I have got married there. As I understand it you must get the papers legalised yourself, i.e. you can't go via a company. I tried going to a company and was told they would like to help but they can't help due to this rule.
When I did it I had to get papers legalised in my country (NZ..3x, once by dept of internal affairs, then dept of external affair and then my the High commission in London..each requiring a fee of course) and then a 3rd country where my country and Moldova have an embassy (the UK in my case) and also at the Moldova embassy in the UK. Then i could take the papers to Moldova, get them translated and legalised again. Best idea is to check with the Moldovan embassy in the US. Beemers links above are very useful sources of information, although the first link says a birth certificate doesn't have to be legalised. I don't think this is true and would advise to get it legalised anyway to avoid problems. Also if you want to get married you need to wait 1 month after getting the paperwork sorted or you have to pay a fee of about $600 I believe. Of course things could have changed since i did it.
Getting the papers translated there isn't a problem, there lots of places that can do this. Good luck, and note that the papers can't be older than 6 months (ie letter of no impediment, police check, HIV). If there are you have to do it all again. I beleive also your future wife needs an HIV test as well, this can be done in a day in Chisinau. My wife had to do it. It took me 2 attempts so I've been through the process twice as the first time I didn't legalise my HIV test results (in the UK they don't issue a letter for this unless you ask them). I was also told I needed 3 STD tests and a letter from a doctor to say I wasn't incase. I had to register with a UK doctor and ask him to write a letter explaining the results of all the tests (better to have one piece of paper to legalise than 4 as it cost me about $100 US for each paper). Only a signature from a GP (registered doctor) could be legalised in by the UK. They wouldn't accept a letter from a hospital or witnessed by a lawyer. It was quite a process. They give you counseling before and after an HIV test and for the STD test they stick something up your dick. I think the legalisation cost me over $1000 just for people to put stamps on papers. But from an american the process is simpler and easier. And if you could do all these tests in Moldova I'm sure it would make life easier.
I just needed to get letter of Non Impediment which showed that I was free to be married for this I had to provide date
of marriage where I was marrying the person their age and employment mothers and fathers name etc.
This had to be legalised to use outside my country with a stamp or Apostile on it.My passport as well I have to bring all these have to translated into Ukranian as someone earlier said this is easily done there. I got a new birth cert just in case and got it with the apostile stamp as well each stamp cost me 20 euros.
I did research on this very topic in 2006 when my, then, Moldovan fiance and I considered marrying in Moldova. And actually, as strange as it may sound, its easier and better NOT to work through the Moldovan Embassy in the US.
This is the letter I received in respone to my inquiry on the requirements from the Moldovan Embassy.

Both documents have to be legalized by the Moldovan Embassy in Washington DC in order to be recognized in Moldova . You can see the legalization requirements at our web-site at http://www.consularassistance.com/legalization_us.html
You will have to certify both documents with the Secretary of State of your state and then send them to us. We will take them to the Department of State for authentication and then to the Moldovan Embassy for legalization.
You’ll have to get your criminal record from your local police department. You’ll just have to ask them for the “criminal record”. They know what this is.
An other paper you need to get married in Moldova is a medical certificate. Did you talk about it with your fiancé? If not you should ask her whether you can get it there or bring it from US.

This process will literally take months and cost hundreds of dollars.
In response to the SAME letter of inquiry to the Americna Embassy in Moldova I got this letter.
"Dear (jetmba),
This is in response to your message from June XX, 2006.
You can get these two documents that you are not married
and you don’t have criminal records, here at the U.S. Embassy.
The fee is $50. These two documents can be provide only to
American Citizens. (we need your present and U.S. Passport)

For about $100 and just a few moments of your time you can get a legal stamp done at the US Embassy in Moldova - I did it - and I was assured that this paperwork was being accepted (in 2006 anyway) for marriage purposes.
There is the OFFICIAL expensive and time consuming way to do it - and then there is the more efficent way - which was being accepted easily and regularly.
This is a good point by JETMBA. Of course the embassy want your business as this is how they make money. To be fair to the embassy of Moldova in the US they can't keep track of what papers the US embassy in Moldova can issue, thats not their job and the US rules could change overnight so they can't rely on advising people to get all the paper work done in moldova. Yes it better to ask the US embassy in Moldova.
I actually went through the trouble of obtaining a "police report" from my local police department. It was a notorized letter explaining that I had a clean record and wasn't wanted for any crimes.
I also went to my local courthouse and got a certifed copy of my divorce papers.
I intended to use these papers at the US Embassy to PROVE my case.
The person I spoke to (Assistant Ambassador? I think) seemed a little amused and never even looked at my letter or papers. He simply asked me if I was legal to marry and if I was wanted by any law enforcement agency. I said "No" and the two papers produced and certified (very offical looking) said "this person (me) swore before me today that he was eligible to marry..... not wanted by any law enofrcement agency..." Thats it.
The paper was stamped and I was good to go. It was all I needed.
Of course - I don't mention the medical exam requirement as we dieced NOT to marry before getting to that - but I am sure that will be no trouble for you.
Thank you guys for the info, it is really good. Yeah, I'll pay the larger amount to the ZAGS (I heard its $1k plus, right now, especially for Americans!!) to get the wedding date quickly and I have heard that for medical tests all I have to do is give a doctor a $20 or $40 and they will just write me a certificate on the spot for what ever I need, quick and simple.
I also heard what was written here, that I must go to get my papers legalized myself but I also heard that i can pay someone to help me bypass the line outside, something like $40. Cheap considering I will not have to wait for days to get in. The process seems a little tricky, certain days different departments are open, the paperwork shuffle and all that, but hopefully I will get thru it okay.

So ben2006, how is everything working out with your Moldovan wife since the marriage? How did she adjust to the western culture?
I really like it over there in Moldova and I would move there in a heartbeat (my family are Slavic) if only I could find some way to make money there. I love the culture, the food is so much better over there and I love the people very much and I feel bad that so much bad stuff happens to them, how so many foreigners go there and take advantage of these people, in all the worst ways.

The whole process of finding and marrying someone from Eastern Europe has been quite an adventure these last four years, expensive, often not fun, and always difficult. I tried to be as careful as possible but it is still a mine field out there. I had countless women try to scam me (but I did not fall for it), Alena from Ekaterinburg who broke my heart (and my wallet) and then as I was giving up on the whole idea, I finally meet Svetlana and boom, now we are getting married. All will be good.
Although, if I thought the process was hard up to this point I can imagine the difficulties I will face with the immigration visa process, then the cultural differences when she moves here to Miami. The things we do are certainly not the easiest way to find a good wife but I think in the long run it makes us all wiser men, and more appreciative for what we have. ...remember the US is really a collection of states and theres often little cooperation between them. Unlike most countries theres no national database of criminal records in the US (or at least no organisation able to issue such a document that is recognised by an american embassy aboard) so all they can do is issue a sworn statement. Obtaining this document is a lot easier for americans than other nationalities. I wish i could have got my papers issued in Moldova! I recall to get a document stating I didn't have a criminal record I had to specify it had to be on the 'blue letterhead' to be able get it legalised by another department. Of course they issued the regular one and I had to get it redone. At least this document was free in my case.
Yes at the time I was thinking about the things you do for love! That was the low point of the whole process.
Yes moldova is nice. Now my wife is there. She lived with me for a while but as I travel a lot we found it better for her to live there and now I travel even more but spend a lot of time in moldova so I'm based there but work in Europe, the middle east and Africa the rest of the time. She also didn't really like it in the UK but she did make lots of friends but of course missed her family and friends. So for me its one way to live there and still be employed.
If you can get someone else to wait in a queue it would save you lots of time. It was a mission for my wife as she didn't know what she had to do.
Yes its an adventure getting married there and its not cheap. I wish you all the best. Your probably right that its harder for her to live in your country and adjust than go through this process.

Uh.... Did you ever hear of this obscure little oraganization we have in this country called the FBI?
The Federal Bureau of Investigation (FBI) is indeed a national organization and they DO keep a national database of crimes and wanted criminals.

Regarding relationships, it SEEMS to me that YOU'RE the failure, despite your cutsey picture. Still technically married ONLY as long as your wife doesn't have to live with you or your "friends" in the UK. Translated it means she wants your western style income (as meager as it might be) to put up with you when you show up in Moldova. No doubt she counts her blessings that you are in Africa, the Middle East and anywhere else as often as possible. Maybe if you were "home" with her more often in HER native country - she would decide that even the MONEY you provide wouldn't be enough. You would be one of those statistics showing that sometimes FSU marriages DON'T work out.
Finally realizing the reality of your relationship huh? You can't make it work no matter WHAT the living conditions.
