Local SIM cards are very cheap 50 UAH with 25 UAH credit. You need 900 and 1800 MHz gsm phone that is unlocked. Phones in Ukraine are really cheap too, starting around 300 - 400 UAH.

I ordered the sim card about a year ago and found a tri band unlocked phone on ebay. I just use the same card and phone every time i go. as long as I use it once a year it stays active
Bow, you may have to recharge sim card when you get back to ukraine, doesn't matter how much money you have on card, not sure how many months it takes of no use but every time I go I need to recharge, I have 'life'...not sure about mtc or kievstar.
The V phones work great in ukraine, v-3, v-6 or v-9
myuser I have heard the email and internet for phones is not very reliable just take a laptop and use wifi. most apartment rentals come with internet some charge a fee. I have kievstar and just get a recharge when I land. razer and blackberry phones work also. any tri band phone that uses sim cards will work.
Thanks for the tip. I work online so I was thinking it would be good to work on the trains between destinations so that my workday would be done by the time I got where I was going to be.
