Dmitry Vitalevich Sklyarov (Дми́трий Вита́льевич Скля́ров) (born December 18, 1974) is a Russian computer programmer known for his 2001 arrest by American law enforcement over software copyright restrictions under the DMCA anti-circumvention provision. He is also known for his work showing the vulnerabilities in Canon Authenticity Verification, which was used to determine the authenticity of photos by encrypting photo's EXIF data.
Sklyarov was a PhD student researching cryptanalysis and an employee of the Russian software company ElcomSoft, where he created "The Advanced eBook Processor" (AEBR) software. On July 16, 2001, due to a complaint from Adobe Systems, a US company, that copy protection arrangements in its e-book file format were being violated by ElcomSoft's product, Sklyarov was arrested after giving a presentation called "eBook's Security - Theory and Practice" at the DEF CON convention in Las Vegas, Nevada. He was charged with distributing a product designed to circumvent copyright protection measures, under the terms of the Digital Millennium Copyright Act and arrested by the FBI as he was about to return to Moscow.
The day after his arrest several web sites and mailing lists were started to organize protests against his arrest, many of them under the slogan "Free Dmitry" or "Free Sklyarov". The main point of these campaigns was that no DMCA violations were committed at DEF CON, and the DMCA does not apply in Russia, so Sklyarov was being arrested for something that was perfectly legal in his jurisdiction. A campaign to boycott Adobe products was also launched.
On July 19, 2001, the Association of American Publishers issued a press release announcing their support of his arrest. Adobe initially supported the arrest, but after a meeting with the Electronic Frontier Foundation, they issued a joint press release on July 23, 2001, recommending his release. However, Adobe still supports the case against ElcomSoft.
After Sklyarov was arrested he was held briefly in a local jail in Las Vegas; then he was held in the Oklahoma City Federal Prisoner Transfer Center until August 3, 2001, when he was transferred to the Federal building in San Jose, California. On August 6, 2001, Sklyarov was released on a US $50,000 bail and was not allowed to leave Northern California. The charges against Sklyarov were later dropped in exchange for his testimony. He was allowed to return to Russia on December 13, 2001. On December 18, 2002 following a two-week trial in San Jose, California, a jury found that Elcomsoft had not wilfully violated the U.S. law.

Well I just googled "2710 Thomes Ave. Suite 563 Cheyenne, Wyoming 82001" and happydateonline.com comes up, you can do the whois search as I have just done, happydate comes up with some different registrant details yet shares the same suite 563 etc. as jump4love.
That's as far through the google results as I got but from known information it's always worth a try to google names, addresses, phone numbers or whatever.

As anyone can "own" a website by simply registering a domain, as Ivor pointed out. This info has little to do with the actual operations of the site.
Can I assume you are after the person who is collecting the revenue from that site?
The first place to begin looking is at your Credit Card statement. (assuming that you spent money on that site.) A lot of sites use a payment processor, like CCBill for example. You can write the payment processor and ask for the information of the account receiving payment from them.
Payment processors are pretty good about giving info like this. If they give you any trouble, you tell them that you would like the info without getting the IRS involved, and you can usually get an address that way.
If you know someone in management at your bank, they can help you track this information also.
You should also have a very good reason for doing an investigation of this sort, as you could very easily be seen as a hacker trying to get all this personal info.

I am a determined guy, so I tried again and again. I received many phone numbers (after 15 letters) and some phone numbers were wrong. Only two became skype contacts and out of that one woman was a scammer Anastasia Demianenko, or Anastasia Avramenko (here other scammer name) I don't believe anything. It is all to good to be true.
stay clear of those sites. I was tired of dating here in America and tried the online thing. Even used the site Jump4Love. I undertook several months of communications. Out of 700 or so letters received (and many responded) about 6 or 7 turned out to be the genuine thing. That's a pretty damn low percentage. Some things I learned over the course of this expensive experimenting: If the girl asks for money early in the game, flee!....If she has photos of herself looking and appearing normal, especially at the beach or with family or friends, chances are good she's real, but still be careful....Twenty-something pretty girls don't chase men twice their age--they don't have to--they are to busy being chased themselves....The economy in Ukraine is not great--Out of the real ones I spoke to on the phone or visited with in skype or yahoo web cam, they mostly reported making anywhere from 100 to 300 dollars a week (300 being the high end).{a very decent home in Ukraine costs about 400 to 500 a month. Some families get by on only a few hundred dollars a month}. My point being here, that some will do about anything to make more money....The site requires that you send a certain amount of letters before you are able to request any contact details from a female registered on their site--If, once the specified amount is reached and she puts it off or you get a bad feeling, run for the hills.... There are a lot of signals and warning signs to watch out for when it comes to sites such as these and I don't need to repeat the warnings i've already read in this post, so keep your wits about you. I did visit Ukraine on several occasions, and even met with a few of the girls in Kiev. One showed me a small run down place that houses laptops equipped with web cams where they can go to use the Jump site. They don't pay for this opportunity, but it is required they send out a certain number of letters or chat requests. Each "chat" site has a "regulator" that monitors their activity. The one I saw, I was promptly escorted out of for obvious reasons, but they do exist and there are real ladies there, but beware some of their intentions. I was cautioned by the girl I went to go see that some of these girls only income is from this web site. BUYER BEWARE! After 6 months and a pile of cash, I suggest you try dating a little closer to home. I cannot even count the photos I received and some emails as well and some may ask, "was it worth it"? I will answer; "no, the ride is not worth the cost of admission". Bill

Hehehe, of course it is a scam site. Watch closely. You can sometimes see that in a video chat, the woman is not really there... it is a video. And at other times, you can see the woman for real, but her motions do not coincide with the motions you see. Lastly, during one chat I had, the woman I was communicating with made the comment that a woman next to her, who was engaged in conversation with a customer, was lesbian... make your own conclusions.
However: If you have never been to Kiev, or any other city in Ukraine, you are missing one unbelievable experience. I was to meet a woman from the site. Naturally, she did not show... (think about this). In my extra free time, I roamed the city of Kiev. In reality, it is less expensive to go there on a trip than to spend time on the dating site. And you will find an atmosphere better than most college towns. I stopped spending money on the site and am preparing to make my fourth trip to Ukraine... with a big smile.
