She needs someone who will invite her. If she say she can arrange tourist visa herself she is a liar. In EU someone has to be her guarantar (financial) and you have to prove you haven enough financial means. She herself gets interview at the embassy of your country and she also must show ticket (with will show that she returns to her country), she must have medical insurance which will cover at least 30000,- EURO and she must prove that she has reason to go back to her country. For example she owns a house or she have children who must go to school or she must show written permission of her boss that she can have this holliday. The only possibility for her to get tourist visa on her own strenght is if she can prove she has enough financial means herself. An agency can never provide her visa to EU. I am not sure about USA but I think it is almost the same.
