You know I have my reasons to disagree with Felice on many other things, but everything he said about strict anti-corruption laws for street cops in Belarus coincides with what my friend's wife Irina says.
They maybe annoying, unhelpful and rude, but they know that if they shake you down they have more to lose than the few dollars they can shake from you.
I'm sure they're not all angelic public servers, but Irina emphasized the differences among police behavior among different FSU countries.

of course taking bribes by police isnīt allowed. as it is in all other countries. and? does it mean, that policemen in countries like yours will follow it to 100%?
never it happend to me (like jmoluv mentions) that any policeguy in moldova approached me, asking in english language directly for a bribe. no, it works in the same way, as it happened to my friend in belorussia: you are told, that the policeman wants to drink something, that your documents arenīt looking accurate so you have to follow to policestation and loosing time or you are simply told, that policemen have a bad economical situation.
those policemen are not working alone, they are two or even four. and they are cooperating well together. as each of them gets his share they will keep their mouth shut.
it is exactly the same scenario as it happened to my friend in minsk and brest.
it is up to you to describe the reality as bullshit. maybe it comes from the complete government controlling of belorussian medias that you arenīt better informed.

Of course you would not know that this thing does not happen in your country . Who are they going to take money from first , you a native Belorussian who walks down the street with no smile or a big happy American with a big happy smile being polite to strangers.

Last month a doctor in Orsha(80 km from my city) got 7 years of jail(!!!) for taking a bribe of around 20$. And this is nothing in comparisson to what will happen to a law enforcer. Remember that a simple cop even can't approach a foreigner here, this sphere is fully controlled by KGB and I don't envy a cop who would have to deal with them.
However rude, annoying our laws and authorities are, in connection to foreigners they do everything not to cause an international scandal. I can give you dozens contact addresses of my clients and noone will say that he witnessed bribery here. It is almost impossible. Now they even don't take bribes from the locals. Sometimes I miss old good times when 10$ could settle a problem with road police, now they would better let you go with no fine than take a bribe. In Russia 90% of road police are corruted like it was in the Soviet Union. You just don't realize the total scare atmosphere all Belarussian officials live in now...
Felice-I was mildly surprised at the outrage you expressed in your letter. I could even imagine your face being all red with anger!! To confront somebody with these words ( lies ) here is saying that you completely disount any possibility of one of these policeman taking a gratuity? I may be wrong,but I have never been in any avenue of life where somebody has not pilfered,stolen,or taken money for `favors`. I would like to believe it but I cannot. Perhaps we are describibg another stereotype==FSU policemen being corrupt. It is not unreasonable. The same things are said about cops in major US cities. What I will concede to is that your country has taken steps to eliminate the graft and vice among policemen. This is a good thing!
well, I cant speak from where your from Felice, but in the time I was in Russia I was witness to two of my friends trying to get their way out cops trying to get some money out of them. Any time I'm over there I get a little paranoid when they are closeby. Whenever Im in the metro I try and blend in as best I can when entering because their always watching at the entrance.

You know, there are a lot of bad things in Belarus(Crash we are talking about belarus here, not Russia), all sorts of crime, theft, robbery, scandrels of all kinds. This is just the same I guess as in all the FSU countries. But in the point of bribery and especially police bribery... NO WAY! It can't be. So when one tells me that his friend experienced the most vivid bribery in Belarus compared to all the other states. What can I tell? The same things as if this person would call dog a cat. You know why in Thailand drug dealing is one of the lowest in the world the same with China? Because they several times a year take around 100-200 captured drug dealers, take them to a field and soldiers shot at the drug dealers with their good old AKMs. All this goes live on TV. Barbarity? YES! But will you tell that Thailand resembles Amsterdam and one can buy crag there in the streets? I guess no.
The same is with bribery in this country. For 10$ you can get 5 years, easily. And believe me there are a lot of special services that watch for it. The matter is that our president's strongest point he ever had and which allowed him first to become a president(8 years ago already if I am not mistaken) to stay at power and get people's "yes" to change constitution twice to his favour was his ultimate unticorruption policy. This is ridiculous, barbaric and rude to my mind by this is bare truth.
My Lady lives in Belarus and has her own buisness. When I was there the police were stern but no body asked for a bribe. Since this new president took office they have cracked down on bribes and missconduct and are increasing the taxes to make up the gap. It is like most countries that are trying to emerge from a corrupt system. Now if you want to wander around with out a local to run interfearence for you or aren't sure of the local system and language then you deserve what ever happens to you.
We Americans have repeatedly attempted to impose our values on other people's systems with out looking at the whole picture.
