It's possible that your correspondent is sincere, but unfortunately it often happens that women who participate with these agencies are part of the money-making scheme: they get a percentage of the takings. Such women may have a local boyfriend, or even be married. Whether to proceed is a judgment call. I have avoided agencies myself, but several men on this forum have recommended establishing a communication channel with the woman that is completely independent of the agency -- the sooner, the better. Get her phone number or email. You can communicate by Skype without spending a penny. Fiance visas are probably better for most people but you still have to prove ongoing relationship/fiance status.
