I won't be going back to Latvia unless I go back for a certain lady. The context I mentioned Romania in was that I might consider Ukraine or Moldova again, visiting Russia for the first time - or I might try Romania even though the women there are not (of course) Russian. If I had it to do over again - I would probably have visited Romania this time around insread of Latvia. His girlfriends gave him the pseudo he uses here because, when he gets busy, he tends to pick up speed SO quick that burnt rubber is smelled all the way (read: mere seconds) to the finish line.
