I can't imagine a sailboat needing a drogue since its main source of power comes from the wind. Adjusting mainsails will slow it down. Like Izi said, nonsense as usual. So in theory the drogue would have to open in the wind to slow it down. That would require a hard about and lowering of main sails. Seems kind of senseless to me. In such a case the boat would be running with bare poles or maybe just a storm jib for steerage.
