Take at these two major carriers: http://www.life.ua http://www.kyivstar.ua B oth advertise that they have 3G coverage. But I did notice that I received the "E" symbol on my phone which is Edge. So maybe you're right. Not all areas of Ukraine have 3G coverage. It did the trick when I was out of wifi range.
