This implies that the marriage to the alien has to occur in the US, not in a foreign country. If you do marry overseas, then you file the petition for an immigrant relative instead since the immigrant is not a fiancee.
If your question is whether a US citizen can file for a fiancee visa to a foreign country where he/she is residing, then the foreign country and not USCIS would have the right to permit it or not. But, since you are not a foreign country citizen (unless you renounce US citizenship), I doubt that the foreign country will accept your petition.
The US does not issue fiancee visas file requested by permanent residents since you are not a US citizen.

Oddly in today's society it really doesn't really matter if you matter if you live in Europe or the usa as far as visiting your parents. You might ask your boyfriend what things his dad is fond of. If it is something like a set of golf clubs, that might be a bit too expensive of a gift. :)

Scarves are mostly a woman thing. I really meant a winter scarf that goes around the neck that both men and women would wear during cold weather. Of course, if he lives in a mild temperate zone, then that would not be a logical gift.

but another idea occured to me...i asked my boyfriend if his dad likes vintage things, he told me "yes, he does" so i desided to buy vintage USSR glass-holder(with glass) that is hard to find in the USA(I suppose)...
but as it appeared my boyfriend is also interested in vintage things... i had some ideas about gifts for him... but now my ideas don't seem good for me...
Alcohol would be OK to give for Xmas if the person is a drinker. Or the spirit can be used for herbal medicine application purposes for things like bruises, and injuries. My parents used Cognac as the alocholic base to mix with herbs to produce a liquid concoction that was used when someone was severaly bruised from an accident that did not need medical treatment.
For men, a very common Xmas gift is a cologne or after shave item. Those come gift boxed during the Xmas shopping season (might come with a cup or razor).

I think this may relate to the concept of "variety is the spice of life". But if the person becomes too moody, that can be a negative. If you have to keep "figuring out the other person's psyche" constantly, that can get tedious and annoying. Or maybe, the men in the FSU are so bored to death that they welcome some kind of different behavior from others in their life?
My beloved man moved from Europe into California and found job there, so he waits for me in September for two weeks.
He works a lot and he will not have many days off in September and I will have plenty of time. So I am supposed to cook.
This is an issue. First, I am not great cook even at home, I eat healthy but the simpliest meals like salads, chicken, fish, a lot of cheese and diary products. I live alone so no need to cook something special.
Second, I am not aware of what American women usually cook at home.And what American men like to eat.
The question is: what is your favorite home made meal (not sweet)?
I don't wait for recipes, just the name of the meal.

That is rather odd that he did not provide you a good response regarding what type of foods that he normally eats.
My father was a restaurant cook, but unfortunately, I did not learn his culinary skills and would probably starve to death.
As for me, I am not particular with regards to food. I can eat a TV microwave dinner or just about anything that is prepared in a restaurant. I can eat fast food or a buffet style meal. Some of the most common home made meals by my family include tomatoes cooked with Spam or beef. Broiled bass with ginger, soy sauce, and green onions. Beet salad. Chicken noodle soup. Some of the items are made from scratch while others are packaged and ready to heat. I can eat any kind of meat (beef, pork, chicken, fish, shrimp, etc.) and can eat a variety of vegetables (tomatoes, carrots, celery, green beans, potatoes, onion, radish, yams, spinach, etc.). Personally, I do not like spicy foods and will not eat crawfish.
Some people are picky eaters, so the taste preferences may vary from other people.
