I once asked a British Vice Consul how well one needs to be financially off for this purpose and his reply was "not as much as you may think".
I don't think there is an answer to that question but, if you don't mind me saying, you don't earn very much money, aside from food you say you receive GBP600 per month and from this you pay for the place you, you will both, live in, your gas, electric, water charges, your council tax (for both of you to come) and I can only presuume that you do not run any kind of motor vehicle!
You indicate your food costs circa GBP100 per month, so if/when she comes that will be another GBP100 per month for her food, you'll lose the 25% (single occupant) discount on the council tax, you'll be using more utilities and then there are things like clothings etc. etc. etc.
As I say I don't know what the authorities consider to be sufficient wealth but, if you want my honest opinion, I don't fancy your chances too much whilst you remain in such employment.
And, as an aside, on a surplus of £250 per month how on earth have you managed to travel, I presume more than once, to The Phillipines and the cost of her settlement visa application and air travel is going to be a mighty big expense, alone, on your finances!
I think I have most of the information I need but one thing confuses me.
It is known that you are not allowed be receive government benefits when you are applying for a fiancée to join you in the uk. Therefore employment is a must..this I know.
Where I am confused is when someone is in employment they can get working tax credits on top of there wages, well this is a benefit right? Do they need to stop receiving this?
Employment is not a 'must' and one is not allowed to work until appoved to do so by means of being issued with a national insuance (social security) number.
The person sponsoring one's 'importation' in to UK needs to demonstrate to the authorities, during the visa application process, that he/she can financially support the 'importee'.
As for working tax credits, yes it is a state benefit paid to people in certain, perhaps exceptional, circumstances but if, before the visa application has even been processed, the applicant(s) are already discussing any need for state benefit(s) he/she may be entitled to then these people clearly do not believe they can financially support themselves and, accordingly, the authorities should be refusing this visa application.
The UK is in enough of a financial mess already, it doesn't need any more 'spongers' than it already has!
Me and my fiancée are definitely not spongers. I work full time and will support him when he comes. The majority of people working in the UK receive working tax credits. I wasn't sure how it was classed, but I have since been told it is not classed as state benefit since it is only issued to people who work for a living.
I wasn't sure before and that is why I came looking for advice as I thought I might be a problem. Regardless I could still support him with or without it.

If he claims DLA or other related benefits, he is exempt from the financial requirement in accordance with the new Rules that will come into effect on 9 July 2012:

The income requirement is an important one in both the UK and US and minimum incomes apply. In the UK the minimum income is GBP18,600 and in the US the
minimum is USD24,760. In the US, if you can show you own your home(no debt)and have savings then the minimum become $19,800.
No country wants to add to their welfare burden....well unless you are Mexican and cross illegally into USA then everything is free.

It is probably too much to write here. There is an extra charge for the visa for your daughter. 5 years knowing each other and a daughter is a good record but your fiance needs to prove his income. If he is returning to look for a job in the UK, that may make it bit difficult (where does his income come from?).
You do not say if your fance is British.
The problem is not the child, it is the money to support the child here. He needs to prove a slightly higher income when there is a child.
You need to think very carefully whether you get married in the Philipines and then ask for the visa (this is less costly) or get married here and the ask for the Visa. Balance the pros and cons of each option.
