Well I doubt he spent $7K on an agency. He is exaggerating here. No one spends $7K on an agency unless they're a complete utter fool.
If you were to pay $1K per meeting that would be 7 introductions. No one charges $1K. The most I've heard is $150 (Marriage by Natali in Kiev.)
So we have to assume this guy is including his air, hotel, visa, airport transfers, restaurants, taxis, interpreter, miscellaneous expenses. Still I don't know how someone gets that high.

In my downtown city area, apartments in the gentrified areas can run up to $7K per month. A social service agency decided to sell their high value property and moved to a lower class area to continue their services to the poor.
