They do not conserve as the rest of Ukraine is under requirement to do, yet that is where the utilities come from and that is why the power is cut. The capitulation in March left them delusional as to what their immediate and future life will be. Life goes on in an expectation that they are entitled to the resources of both Ukraine and Russia without any inconveniences. They are in for a long time of disappointment. IN the coming years, if Ukraine is not invaded, the life will prosper as it has not in the last 23 years. I learned only after the crisis began that most of one side of her family live in Crimea. So I asked her, what do her relatives say about conditions now in Crimea? She didn't use the phrase "in denial," but described their attitude as "everything's fine, nothing important has changed." However, this was before the recent steep decline in the ruble. She said at first they said everything is great, blah blah blah but in the past couple of months, in particular, many people are starting to change their tune as Russian promises are not coming true and more people get the real news from relatives outside Crimea. If you are a Ukrainian still stuck there you are unable to sell your home or buy any property unless you get a Russian passport and receive a permit to buy or sell property. Prior to this, the sanctions required an American sending money to family in Crimea to obtain special permission. Transfers for commercial purposes or to commercial entities are forbidden. I believe that this is not a weakening of the sanctions. Rather, it is a recognition that they will probably be in place for a long time to come, and that the rules sometimes require fine tuning to overcome practical problems (like US citizens taking care of their relatives abroad).
