The Philippines and Cuba are American for the same reasoning. We won a hard fought war against imperial Spain as well as the Monroe Doctrine 200 years ago. We still have our navel base in Cuba and a history of aggression in being forced out of Subic Bay. This second item is not really news: it's been clear all along that the "small" sanctions were about Crimea, and the "big" sanctions about Donbas. If a real solution is found in Donbas, the big sanctions will end, and Russia will be able to keep Crimea without the heavy economic penalty it is suffering now.

Crimea may continue on as a sort of giant toilet, comparable to Turkish-occupied Cyprus. I am not optimistic that Crimea will return to control of its lawful government in Kyiv during my lifetime. But the future is a mystery; time will tell.
The people are so disconnected from what is happening in Ukraine. They do not conserve as the rest of Ukraine is under requirement to do, yet that is where the utilities come from and that is why the power is cut. They get the Kremlin bull of fascist are occupying Ukrainian government. They are seemingly oblivious to the chaos in the east. The capitulation in March left them delusional as to what their immediate and future life will be. Life goes on in an expectation that they are entitled to the resources of both Ukraine and Russia without any inconveniences. They are in for a long time of disappointment. IN the coming years, if Ukraine is not invaded, the life will prosper as it has not in the last 23 years. Crimea will turn slowly in the wind, blocked from western investment and only broken promises from Moscow.
I recently re-connected with a Ukrainian friend who came to the US as a young adult. I learned only after the crisis began that most of one side of her family live in Crimea.
So I asked her, what do her relatives say about conditions now in Crimea?
She didn't use the phrase "in denial," but described their attitude as "everything's fine, nothing important has changed."
However, this was before the recent steep decline in the ruble.
Durak, that is my point, exactly. Many believe nothing has changed. As in the movie in Talladega Nights,, " Whoo-hoo two Christmas'" the gleeful chant of the children as the parents divorced. I know of several 30's something adult children living with their parents, believing that the increased pension is catching the golden ring. One of our staff has parents still in Crimea. She said at first they said everything is great, blah blah blah but in the past
couple of months, in particular, many people are starting to change their tune as Russian promises are not coming true and
more people get the real news from relatives outside Crimea. If you are a Ukrainian still stuck there you are unable to sell your home or buy any property unless you get a Russian passport and receive a permit to buy or sell property. The expected rush of Russians to Crimea also has not come and
property values are half of what they were from this time last year. confiscation has become the norm....
Crimea has moved back into the darkness where people fear their neighbors. Speaking your mind is very dangerous. If my statement does not present a book of understanding in your mind, it is very easy to educated on what I allude to. When a country is invaded and absolutely no resistance is made from the government or military, then is follows that the average person will move into the shadows. People in the west make an industry of talking smack about the prosperity and freedom they have. The east has "NEVER" had such freedom . or right
Today, the US Treasury announced that sanctions restricting banking activity in Crimea will be relaxed, to the extent that US citizens will now be able to send personal, non-commercial remittances to “individual ordinary” residents of Crimea, without a license.
Prior to this, the sanctions required an American sending money to family in Crimea to obtain special permission.
Transfers for commercial purposes or to commercial entities are forbidden.
I believe that this is not a weakening of the sanctions. Rather, it is a recognition that they will probably be in place for a long time to come, and that the rules sometimes require fine tuning to overcome practical problems (like US citizens taking care of their relatives abroad).
