If you are working in another state where AOC is 16 but you are across state lines. The question becomes did you travel to that state for the purpose of sex or was it incidental. The same thing can be said for expats or visitors to countries with a low AOC such as Spain and Mexico(14) or even Ukraine. The way the law is worded, if you are working on some business venture as an American and you just happen to have sex with a minor, its not necessarily a criminal act per se. The USA would need to prove you went to said country with the expressed intention of having sex with a minor. There have only been a few prosecutions under this statute and they have been rather high profile because the ones prosecuted have obviously been sex tourists with no other ties to the countries they were visiting/working/living. A US contractor in Honduras escaped prosecution for this because he was working in country for another purpose although it was obvious he was actively seeking out very young girls. He was prosecuted for several other crimes in country but not for the sex. I wont comment on any meeting with another member here. If I spent time with you, LR, in Ukraine, its no ones damn business. I will say that I have now met 4 forum members in Ukraine. On another side note, about 2 weeks ago, we busted 4 of our "foster" girls who had signed up to marriage agencies and other sites and had been extorting money from stupid men over past few months. I mean really??? giving money to someone you haven't met??? Proving to me yet again that there are still alot of stupid western men!!! nastya at 16 had collected over $1900!!! Although she was punished for a week her excuse says it all. "they are just stupid perverts who want a young girl, why I cannot take money from them?" It reinforces several messages. The person you are communicating with may not be real or who you think they are.(Nastya WAS using Skype) NEVER send money to someone you have never met and if it seems to good to be true, it probably is. Even if you find them on FB or VK, doesnt mean they are real or honest! I read several of the conversations they were having and all I can say was just "WOW" LR, 2 of them you have seen in photos. I couldn’t find anything different. They keep stating 18 as the age for Americans. A guy from a AOC 16 state would have a good argument for defense.
