If you want to get married in Ukraine then I recommend planning well in advance because you will need several documents
and they will not only need to be certified but also apostatized, which in most states can only be done by your Secretary of State's office.
You need.
Birth certificate
Divorce decree (if you have been married)
Affidavt of being eligible for marriage (proof you are single)
In USA there is no such document as "proof of eligibility" so you need to make one yourself.
All these documents need to be certified, notarized and apostatized.
oh yeah, they will also need translated into Ukrainian or Russian.

I’ve heard of couples needing to get married in both countries,,, here and there, for it to be legal. And,, I’ve heard stories of women getting married here in the US,,, and returning home saying it never happened?!

I was under that impression as well but looking at current VJ times it appears the time has gone down drastically in the past few months. Im thinking it may
have something to do with rules Obama implemented to benefit our vast illegal population with an unintended benefit for others. The benefit is for the foreign spouse to have conditional permanent residence upon arrival and the ability to travel without receiving a waiver of parole period.
A couple snags to mention. As of January first, Ukraine has made it more difficult to facilitate a marriage with a foreigner without a residency visa (which helps considerably)but the waiting time from application to receiving a marriage permit/license is up to one month. Both have to present documents and apply
together.
LR1701- I suspect people have not been going about it the legal way because its a pain in the ass. The immigration hurdle is mainly over what the US considers a bone-fide marriage vs what immigration may interpret as a way around immigration laws. In doesnt seem insurmountable especially if one can provide the "proof"
of such. If I do this, we have photos and emails for a 4 year period, a debit card in her name on my account and references of those who have been with and around us over the years both in US and Ukraine. As with any relationship, who knows what will happen.....

The travel visa to the US is what I was talking about, Rick. The conditional permanent residence is a given after arrival. The hard part is getting the travel visa. I can't see them giving a travel visa to a fiance or spouse without giving a conditional permanent residence upon arrival. My brother married in Philippines. Paperwork to get her over here took one year and three months. A fiance visa would have taken six months or less.
The USCIS reason is a stupid one. They can easily fix it, but they don't. A fiance or a spouse is eligible to travel to the US and therefore the request is easily granted. But for a spouse, (s)he is already eligible because she is married to a US citizen. The extra paperwork is to reconcile that.
Obama's executive order was to give a temporary visa to illegal aliens who have been in the US for a long time. I don't remember reading about unintended benefits to those waiting to come.

From my experience, someone writing else writing the letters might be true. I don't believe they doen't have an idea on who you are. I have discussed the contents of my letters with the women. They almost always knew.

Anybody and everybody can get a “date” in the FSU!!! That’s part of the problem!!!

Fiance visa is faster because it is not considered to be for permanent resident. A spouse will receive a green card upon arrival or shortly after a notice will come that is is being produced. A fiance will need to apply for a green card after you are married.The time to get a spouse was reduced do to a few small rule changes and hiring more employes. the illegals are mostly Mexican all others are considered (OTM) other than Mexican and have certain rules to fallow.
I was married in the Ukraine. Paperwork was a hassle but doable. They only accept Ukrainian translations that have been notarised so it helps to use a translation agent who has a relationship with a notary. Though it has been a while my recollection is that they did not need a lot of the certificates in Ukraine, I had to send them to the Australian embassy in Moscow to write an official letter that there was no impediment to the marriage.

When we first started seeing each other I did an internet search of any marriage agency that came up with an affiliate in Mariupol - I then looked specifically for her, by age and characteristics to see if she was listed. I was shocked and admitedly upset when I saw her name and picture on the internet with a Mariupol agency, and since we had agreed to be exclusive by that time, I confronted her with the information.
SHE was LIKEWISE shocked and upset - she had never heard of this agency but she found out later it was linked to an agency he HAD been with, before she had her profile taken down. She told me she visted the agency (it had a Mariupol street address) twice demanding that her profle be taken down - the third time she went with her mother (people generally DON'T mess with this girl's mother), and she was looking for advice on how to get the assistance of an attorney, she told me.
She was told that the profile would stay up as it was a very decent moneymaker for the agency, and many men wrote to her through the agency. This information shocked her as well. If so many men were writing to her - why was she not hearing from them? She was told that the AGENCY was writing the letters for her - doing the complete correspondence, and charging the men per letter. She asked, what would ever happen if one of these men that she was supposedly writing to ever came and wanted to meet her? And she was told that she then would be contacted by the agency to see if she wanted to meet them!
SO FAR of all of these men who were writing to her and paying per letter - none had actually come to Mariupol to meet her - so she was completely unaware of who they were.
I said she was actually on both sides of this game, and she was. Because LATER - after she and I had broken up - she took a job working for a different agency as an actual letter writer. She was paid a very small amount (5 or 10 grievna maybe? I have forgotten exactly) to write letters to men who thought they were corresponding to women listed with the agency. Again, the women had no knowledge that they were being written to - she would read the man's letter and try to write an appropriate response, while the actual woman in the profile was completely in the dark that she was even being written to! Again - the woman in the profile would ONLY be contacted if the man writing to her had indicated he intended to come to Mariupol to meet her! If the woman was not interested in meeting the man (say she didn't like his photo, or she was MARRIED of involved with someone) and appropriate response would be written to the man saying she was out of town, or caring for a sick relative - or SOMETHING.
My girl only kept this job for a short time. She didn't stop because it was unethical, or she (or anyone else) disagreed in principal. She stopped because she was not productive enough. The agency expected her to write a certain number of letters in so much time and she was not productive enough. So she was fired.

She then CRAMS for the TEST of meeting you - maybe if she wants to figure out who is coming to meet her. THATS why she might have some knowledge of you. Or maybe she skips that part and goes in cluelessly.
